Rove is still active in policy

3. Once Rove gets indicted this week
he won't be into much of anything except defending himself.

Don't kid yourself, Rove is not superman and being under indictment is the next best thing to going to hell.

That's the real reason for his change in duties. He'll probably still be the lead dog on policy up until he gets his "walking papers." The purpose of the drill is to get someone else in there who has the bubble in case he has to take a powder in a hurry, so there's continuity at that desk.

6. And how will that work?

... if and when Rove gets indicted, I can only imagine him being held without bail and incommunicato with the white house to keep him from activating his "nuclear option" on the people of the US. That along with still running the white house while under indictment. House arrest wont cut it, seeing how they are already familiar with NSA type communications/internet access (over access?).

7. What difference does it make?
Policy in the Bush WH has always been driven completely by politics. Rove has been up to his neck in deciding what policy to make and which policy to push from day one.
