Here is the reply I received from Conrad Bum Burns on this topic. Apparently this has been an extremely important and volatile issue. There is usually a 4-5 week lag between communication with his office and a response.

I feel the net neutrality subject will become the largest debate we face as we move toward the telecommunications overhaul. In an era of market deregulation, concerns over free speech and fair business practices have prompted corporations and activists alike to call for more regulation of high-speed Internet service providers. The guiding principle of this issue should be the unfettered access without discrimination or courtesy to a particular type of transmission, business, or software.

I firmly believe the Internet should be an open market and that all users should have access to the Internet while balancing a company's interest to manage its own network. The problem lies in finding where this balance is. A company must maintain certain levels of quality to remain in business and their customers demand liberated access to the content they provide. My concern is that if we legislate now, we won't let these different approaches play out in the marketplace, and therefore we will not learn which model ultimately provides consumers with more and better online products and services.

1. He's unable to make a decision at this time. Apparently, he's waiting for

the GOP leadership to tell him how he stands. Whatever happens, the little guy will get fucked again.
