House Minority Whip Steny Hoyer (D-Md.) and then-Democratic Conference Chairman Robert Menendez (N.J.) were among members voting to approve the bankruptcy bill.
But Democrats have rallied increasingly around Pelosi and Hoyer as the midterm elections approach.
