Actually, "step one" would be to listen to scientists about global climate change and DO something about it.

"Step two" would be to rescue FEMA from the devastation it's endured from this administration.

"Step three, four, and five" would be to fix the problems with the levees, fund local first responders, and bring the National Guard home.

"Step six" -- replace this incompetent administration with people who know what they're doing!! (Actually, that should be "step one," but we've got a couple of years to go.) That's worth praying for, too.
