A mere 38 days after taking office, the World Trade Center is attacked for the first time. Clinton captures and imprisons Ramzi Yousef, Abdul Hakim Murad, and Wali Khan Amin Shah.

January 1994: Clinton's first crime bill provides for stringent anti-terrorism measures, as does the more specifically targetted Antiterrorism and Effective Death Penalty Act of 1996. Clinton also requested and received funding for sponsoring simulated terrorist attacks to test the effectiveness of municpal response teams.

July 1996: Congressional Republicans object to Clinton's proposed expansion of the intelligence agencies wiretap authority. Newt Gingrich tells Fox News Sunday: "When you have an agency that turns 900 personnel files over to people like Craig Livingstone... it's very hard to justify giving the agency more power."

September 1996: Republicans in Congress refuse all of Clinton's requested counterterrorism spending. Orrin Hatch (R-UT): "The administration would be wise to utilize the resources Congress has already provided before it requests additional funding."

Summer 1998: Clinton issues series of top secret directives to the CIA authorizing the assassination of Osama Bin Laden and several of his top lieutenants.

the repukes refused all of Clinton's requested counter terrorism funding? I remember reading about Clinton's proposal on a thread here not too long ago. Apparently they changed their minds on almost all of the funding by October 9th, 1996.

Washington -- The counter-terrorism measures signed into law by President Clinton October 9 constitute a broad-based strategy ranging from increased security at federal buildings to tighter scrutiny of aircraft cargo.

The $1,097 million authorized includes money to relocate U.S. forces stationed in Saudi Arabia, where car bombs killed 24 in two incidents, and up-graded security provisions like concrete barriers and intrusion detection devices at posts elsewhere in the world.

The money will provide more resources for U.S. attorneys and federal judges to handle criminal cases arising from terrorism, and will increase security at FBI headquarters and other federal buildings.

A compilation by the White House details other counter-terror steps now approved by law.

3. Always the same bait & switch

One party wants to blame the other party for mistakes made by both parties.

American foreign policy has been subservient to corporate interests and detrimental to self-determination and social justice for so long that it is inevitable that the sole ubberpower (one that has practiced intervention around the world consistently for over a century) will be the target of attacks. By the very virtue of our overwhelming strength said attacks must, by needs, be alternative... aka terror.

What the fuck do we expect? What happened to empathy? If we were on the receiving end of US-type policies, I don't doubt that our hotheads would commit far more terrorist acts than the assorted Asiatics, Muslims, L. Americans and whatnot have done. They'd justify it with patriotic vitriol and blame the opposition when an attack was unsuccessful.

The only difference between Bubba and Dubya is that Bubba at least paid lip service to internationalism and didn't express an "in your face, fuck you" attitude. Both Dubya and Bubba are/were selective in their targets, obviated humanitarian concerns if they didn't coincide with national (economic) interests... and perhaps differed as far as the identity and objectives of their respective corporate sponsors.
