5. Are they winding down on interrogations?

He wasn't too concerned about following the Geneva Convention for the past 6 years, why is he suddenly so interested in changing/clarifying the wording? He coudln't care less about those who are doing the interrogations, he's suddenly concerned about his own neck. If they clarify it to the nth degree, he can now say, "Well, we tried to follow it, but it was SO vague...needed clarification, don't you see?"
