Historians: Has a president ever made a crime he already committed legal?

Historians: Has a president ever made a crime he already committed legal?
Prior to Bush has any president ever tried to get a compliant, rubberstamp Congress of his own party to make a crime he has already committed retroactively legal? Is this another Republican "respect for law" innovation?

1. No, and I don't think this one can either!
Oh, I' sure he's scared of the consequences of what he did, but as far as I know, laws CAN'T be retroactively enacted! Like it of not, we do still have a Supreme Court! even slanted RW, I don't think they'll let that happen.

As far as I know, the only thing that can be retro in Gov't is tax increases or decreases, and the only ones I recall havee been decreases.

3. And I also wonder can the world ever get their hands on
our home grown criminals? Would they have to arrest Bush when on vacation
in another country like Pinochet?

9. I suspect this WILL be his problem after he leaves office. He'll be like
Henry Kissinger - unable to travel overseas because there will likely be countries that declare him a war criminal and issue an arrest warrant for him if he ever sets foot on their soil. Kissinger's travel prospects are quite limited. bush's will be, too. But then again, he never did like to travel.
