Al Sharpton's Delaware delegate ?

was it ever figured out how al sharpton got this one delegate. there were some good guesses about it but most were guesses. superdelegate was ruled out as there were 15 up based on primary vote and al sharpton getting one of those. delaware has only 1 congressional district so some said maybe they split it up into 15 sections and if sharpton got 15 percent in any of those that's how he probably got the delegate.

1. 15% doesn't ensure a delegate

Doesn't getting a delegate from a given section imply that he outperformed all the other candidates in that district? When it's a single delegate up for grabs, 15% doesn't mean anything if the other guy has 50%. So Sharpton would have had to have something more in the area of 30% to 40% to get a delegate from a district.

Could it be from something where local delegates elect state delegates elect national delegates; i.e., a series of conventions at every level?

i was mostly interested because he didn't place much higher than other candidates. he was one of those at the bottom. there were others who got more votes overall than he did yet they got nothing. if it was south carolina it might be different since he actually did place 3rd but this i just can't figure out. especially if it's only based on voting.
