Mr. Bush if you knew that terrorism was a grave threat that needed
to be suppressed by going on the offense then why did you wait until after 9/11 to start attacking Iraq and Afghanistan?

2. Yea, what is he going to say? "We didn't think there was a threat
before 9/11? (because they ignored the actual threats) or:

"We were planning up until that point. (which is what they have already tried to deny)

I can't think any other answer.
