1. Because Al Gore ran the commission and wrote the report?

That's my major reason for contending that if Al Gore had been allowed to take the office he won, 9-11 wouldn't have happened. I think that Gore might possibly have read the Gore Commission report.

In fact, some of it was quoted a few weeks after 9-11 on (I think) NBC's newsmagazine show, and they naturally didn't credit Gore with anything.

3. Pretty sure that bill would have required

locking cockpit doors on all commercial flights. It was voted down. Fact is, Clinton could not get Congress to take Terrorism seriously. They were far too busy on more important matters, such as semen stains on blue dresses and the identifying characteristics of the President's penis.
