Simply because of the timing of the leak...
It was timed after Foley made his vote for the Torture/Detainee bill and long enough ahead of the November election to allow the GOP enough time to get behind a credible candidate, a state rep, for instance. They do have enough time to get the message out that a vote for Foley is a vote for the GOP and could actually still win that election...
If the Dem's had leaked the EMails, they would have waited until the week before the election so that there would be no time for the GOP to react to the political fall out...
Or before the vote on the Torture/Detainee bill to force the GOP into making one of the dissenters in their party vote for the bill causing a potential loss in another district...
For these reasons, I suspect that the GOP leadership was behind the leak and that they knew all along that Foley was going down (figuratively, not literally) and that they needed his vote and then he was gone...
With full pension....
But like anything else, once it hits the public domain, anything can and often does happen to upset even the best laid plans...
TO me, this was the best and only chance for the House GOP leadership to have at least some control over the outcome of this scandal....
