next highest amount of votes be the NEW nominee?

Or If the nominee had picked a running mate, would that person be the NEW nominee?

There has to be some rule about this sort of thing.

1. Check the DNC rules
I'm not sure about this, but I think the understanding has always been that the VP nominee is expected to take the presidential nomination. I think if something were to happen to both nominees the DNC would either call a new convention or nominate a new candidate themselves.
