"If you mean by military victory an Iraqi Government that can be established and whose writ runs across the whole country, that gets the civil war under control and sectarian violence under control in a time period that the political processes of the democracies will support, I don't believe that is possible. "
Kissinger, working with former Secretary of State James Baker III and the Iraqi Study Group, called for bringing together the permanent members of the United Nations Security Council, Iraq's neighbors (such as Iran, Syria, Egypt and others) and regional powers like India and Pakistan to begin efforts to revitalize Iraq.
What is indeed interesting is that Bush has had Kissinger giving him advice on the failed war and occupation. Bob Woodward's recent "State of Denial" stating this in a recent Washington Post interview:
Kissinger has told Bush: "Victory is the only meaningful exit strategy." Woodward adds: "This is so fascinating. Kissinger's fighting the Vietnam War again because, in his view, the problem in Vietnam was we lost our will."
One wonders if Bush listens to Kissinger now. Of course he doesn't. He doesn't have the intellectual depth or honesty to admit his failed Presidency is based on his unjustified war.
