2. AROUND 2 wks
it is usually the 3rd week of jan. or around the 20th. It's usually on a tuesday.

Prior to 1934 the annual message was delivered in December. The ratification of Amendment XX on January 23, 1933 changed the opening of Congress from early March to early January, affecting the delivery of the annual message. Since 1934, the message or address has been delivered to Congress in January or February. Today, the speech is typically delivered on the last Tuesday in January, although there is no such provision written in law, and it varies from year to year.

Thanks for the link. I shoud have thought to look it up on Wikipedia. I was looking all through govt websites.

6. There's no rule, just "tradition"
There's also no rule that the President has to actually go to Congress and deliver a speech. He can mail it in if he wants; others in the past did exactly that. I'm actually surprised that Boozy McMushmouth doesn't do precisely that--he can't put two sentences together without fucking it up.
