If democrats block "the surge," does that "cover" Bush's ass?

If democrats block "the surge," does that "cover" Bush's ass?
--- Given that Bush's "final two-year strategy" may be more about escaping blame and culpability, than doing anything actually helpful,... as Joe Biden has now suggested,... would blocking the surge somehow give Bush the cover he needed for the eventual defeat in Iraq? (Of course, he also might attack Iran,.. and the democrats have to block that contingency, too)

--- I have a very bad feeling about the next two years. A predatory animal can be a lot more dangerous when wounded,.. and that metaphor certainly brings Bush to mind.

1. Unfortunately yes. He can say he had a plan we shit on it and the deaths
from then on out are Dems fault and the ones up til then are in vain because we shit on his plan.

So, we are damned if we do or don't.

Unfortunately they kinda have to go along with a brief escalation.

3. Correct me if I am wrong......
but I dont think it is in their power to "block" the surge. They can decry it, but not stop it.

4. I daresay you are quite right,.....
--- I didn't mean to imply that somehow blocking the surge could be a fait accompli for the democrats, if they took a mind to do it. But,... if Bush is primarily looking to cover his ass and escape the brunt of culpability for the Iraq fiasco,... then might not a shrewd bastard like Karl Rove advise Bush to pull a punch here and there, and "let" the democrats prevail?
