Is there a time limit on "speakers" at the House? I'm very new to
C-SPAN and am very turned off by the length and waste of time these speakers are taking? I'm not being obtuse here I hope, just curious. It seems like everytime I look up the same whiney repuke is still up there. It's muted, but still.....

which is why it moves faster than the senate.

3. there are time limits set for overall debate on each bill and/or amendment.
Each side gets half of that time. Each side has someone who 'manages' the time (decides which members get how much) for their side (this varies from debate to debate it is not a set position). Thus it is common that the speaker will be given five minutes and when getting close to the end - ask whoever is managing for their side permission to use x more minutes. They are supposed to go back and forth - but often one side will keep yielding back and forth to their own. The problem for them when they hog it - is that the other side then gets a long block of uninterupted minutes because the first side used theirs up or most of the way up.

5. can't blame you - though there are times
when it is very interesting - even when time gets eaten up with amendments. Generally debate is slated for 60 minutes - maybe leave it on - muted you can then see when someone else gets up and can briefly listen to see what is being said. That said - I would bet that Randi would be more interesting!
