review of Hopsicker's 2004 article "Welcome to Terrorland" reads
The two basic assumptions of this book are that the feds are trying to hide something about the events leading to 9/11, and that some clues can be found by following leads in Venice, Florida, where three of the four pilots learned to fly. Huffman Aviation plays a central role, and two flight-school entrepreneurs active in Venice, Wallace J. Hilliard and Rudi Dekkers, have curious connections and are always out of money, but never worry about it. Narcotics, perhaps, or the CIA, or both? It seems that you can't poke around any small aviation company in the U.S. without finding CIA connections sooner or later. Hopsicker's previous book was about Barry Seal and the CIA at the Mena, Arkansas airfield during Iran-contra.
The FBI was running around Venice after 9/11, telling people to keep their mouths shut. Does this mean anything? The 9/11 Commission report, issued after this book appeared, traces the key terrorists well enough to make this book seem too narrow in its focus. Nevertheless, interesting questions are raised by Hopsicker that no one else has investigated. It's possible that the feds wanted to cover up patterns of activity that should have set off alarms, but didn't. Why not? Probably for reasons unrelated to 9/11 -- bureaucratic turf wars, protecting sources and methods, drug profiteering, or whatever. Chances are that 9/11 was a complete surprise.
It's probably worth noting that a lot of the business for pilot schools in Florida is for people in the drug trade.

1. Supplementing information presented in FTR#405, the program highlights Daniel Hopsicker’s excellent research on 9/11 hijacker Mohammed Atta’s German friends. To all appearances, Atta continued his predominantly German associations long after he came to the U.S. According to his former girlfriend Amanda Keller, many of his German, Swiss and Austrian friends followed Atta to Florida. When visiting Atta, some of his German friends had bags--the contents of which were sufficiently sensitive to warrant leaving the bags in a different hotel room. “Before reaching Key West, they rendezvoused with Atta’s German friends. . . . Peter and Stephan were the two German men that Atta’s North Port landlord said the girls met on the trip. ‘The two girls were introduced to two men from Germany that they said were Mohamed’s friends, Tony LaConca told the Sun. I thought it was strange because Mohamed didn’t appear to be French-Canadian or German.’ When the group checked into a hotel in Key West, there was also something odd about the room assignments. ‘We rented 3 different rooms in Key West,’ Amanda said. ‘In one room nobody slept. It was where they put their flight bags. Then they locked the room down. Peter and Stephan slept in one room. 2. Atta called his German associates “brother.” “ . . . More puzzling was learning of Atta’s deep ties with a number of Germans. ‘Mohamed called certain people—Arabic people—‘my brother.’ And I was wondering how he had so many family members. Like gang members do, ‘this is my brother,’’ she said. ‘But not all Arabs. So it wasn’t like anyone Muslim was his brother. He called Wolfgang and Juergen ‘my brother,’ too. He and Wolfgang were very tight, they went everywhere together. When he came into the picture they were together all the time.’” (Ibid.; p. 284.)
3. “ ‘Him and Juergen acted like they had known each other forever. He told me he went back and forth to Germany, but lived in France. Juergen was a pervert, straight out,’ she said. ‘Every woman that walked by, he had something to say to them, commenting on their butt or whatever. He would go up to a woman, say I’m from Germany, and I want to touch an American woman’s butt. He was a lush, mid-1930’s.’ Who was this ‘Wolfgang? Who was this ‘Juergen?’” (Ibid.; pp. 284-285.)
I get the sense that Atta, like other al-Qaedistas, was using the drug trade to fund his activities. I mean, you can't always go running to uncle Osama for every little expense, can you?

Rudi Dekkers has been regularly entering the U.S. illegally through the Bahamas, the MadCowMorningNews has learned. In an effort to evade U.S. Customs scrutiny, the infamous Dutch national running the Venice FL. flight school which both terrorist pilots who crashed into the World Trade Center used as “cover” is slipping into the U.S. from the Bahamas after exchanging clothes with one of the pilots on the charter flight which flew to pick him up.
Then, wearing the charter pilot’s uniform, multiple sources confirm, Dekkers walks through U.S. Customs.
“Rudi looked like the co-pilot when they landed in the U.S.,” stated one source. “His bags were carried through Customs by a female who appeared to be the co-pilot, Christina Hewitt, who flew in with pilot Marcus Huber to pick him up, and who then posed as the customer for the charter flight when they went through Customs.”

A German citizen suspected by the FBI of having had links with alleged 9/11 ringleader Mohamed Atta arrives in the remote South Pacific archipelago of Kiribati, one of the world’s smallest nations. Wolfgang Bohringer wants to set up a tourist resort and flight school on the isolated outpost of Fanning Island, which is only 13 square miles in size, has no phones or a functioning airstrip, and is home to just 600 people. Its only advantage is that it is among the closest of the islands to Hawaii, which is 1,200 miles to the north. Bohringer meets Kiribati President Anote Tong to discuss his proposal. Bill Paupe, who runs an aviation business in Honolulu and is Kiribati’s consul in the US, comments that the flight school plan makes no sense: “It would be very expensive. You would have to (transport) all the people there ... and all your instructors and your staff would have to be housed and fed and everything.” However, he adds, “A rationale for setting up a private training school in such a remote location would be to get beyond the reach of regulatory agencies.” The FBI will later brief President Tong on its suspicions of Bohringer and warn him that small countries like Kiribati could be vulnerable to terrorists. In November 2006, when the whole incident comes to light, the FBI will confirm that Bohringer is considered a “person of interest,” and had close ties with a US flight school attended by Mohamed Atta. (This is presumably Huffman Aviation in Venice, Florida (see July 6-December 19, 2000).) But by this time, Bohringer will have fled Kiribati, with his whereabouts unknown.
