Can the Congress change back and forth to who is in charge? In other words, if Lieberman decides to...
switch sides now, would the Senate go back to Republican control? Just for argument: Lieberman changes, Senate goes Republican, two weeks later three Republicans killed in a plane crash, Congress goes back Democratic.

I guess what I am trying to ask (and not doing a very good job of it) is: is there at time when the Congress is determined who is in charge and it stays that way for a certain length of time? The way it is now, it could change hands several times before the next election.

1. Yes
it can change hands. When Jim Jeffords switched parties a few years ago, it gave control of the Senate to Democrats.

are nearing a Constitutional crisis, and these two purported progressives have enabled Bush and his insane policies far too long.

Not even close. They will continue to be Bush-enablers. They are Republicans after all.

Collins is breaking away from him a bit but that's only because she's facing opposition in '08.

5. I don't think they are either; but I would settle for "Independent,"
as unlikely as that might seem. They need to have the political BeJebus scared out of them.

4. It depends on the organizing resolution.
We got a clause in 2000 allowing a switch because the Senate was evenly divided 50-50. Does anyone know if a control-change clause was in the 110th Senate's organizing resolution?
