7. He's done it before.
It was quite some time back, but yes, he did it.

He thinks he's everyone's daddy or something, and we should all shut up and be good little kids and say "Yes, sir," to The Decider, or else we should go to our rooms. Remember when Andy Card said that bush thinks of all of us as 5-year-olds in terms of overseeing this country?
