4. Why should we give a damn when the President speaks anytime?

The answer is that the American political landscape focuses a great amount of the prestige of the Office of the President. While Wilson was the first President to give the SOTU in person, FDR was the first president to really make appeals to the American people. Since then every President makes speeches to the American people and because of the prestige of the office, we are expected to care. The difference is of course, that when FDR spoke, it was worth listening to.
