Dick Cheney is unelectable in a presidential race therefore he had to have a front man in the form of George W. Bush.

4. Cheney's problem stems from

the fact that he was the CEO of a company. He was used to having people grovel at his feet to keep their jobs. And he could do anything he wanted. When he became VP he expected to be the same. He knows he is the power behind the throne, why do you think he wanted to increase and increase the presidential powers. It made him feel as if he was the CEO again.
