Little known facts about holding elections on first Tuesday in November
1872 legislation was passed to hold House elections on a single day.

Vermont and California held their elections in September.
Indiana, Ohio, and Pennsylvania held their elections in October.

For the 40th Congress Oregon was the first state having their election on June 4, 1866 with Florida holding their election in May 1868. 40th Congress term was March 4, 1867 to March 3, 1869.

All states in 1876 were required by federal law to vote for members of the House on the Tuesday after the first Monday in November in even numbered years.

Reason for passing legislation to have election held on same day.
1) State investigations had revealed widespread fraud for the 1840 presidential election. Voters from surrounding states were brought in to vote when it was time for its citizens to cast their ballots. Harrison won with 234 electoral college votes vs Van Buren's 60. The popular vote was much closer. 1,275,016 to 1,129,102 a difference of 145,914 votes.

2) Early election results may condition the action of political parties, candidates, and voters.

2. It shouldn't be difficult to weed out some of the non-residents
I would match up BMV records and California ID provided to non-drivers with voter registration data.
