How does one get an initiative
sponsored into Congress?

I have one I think needs to be put through, although I'm not sure how you would go about presenting it.

It's a simple one: There must be NO, absolutely NO, no-bid contracts ever again pushed through in our government. Every single contract should be perused and voted on, regardless of how large or small it is. Halliburton has fucked the old system, and we need checks and balances once again to prevent this fucked up administration from giving more handouts to their buddies.

So how does something like this get started?
