My concerns with setting a "timetable" have always been unforeseen circumstances. However, this act provides for the suspension of redeployment (which by the act would begin on May 1, 2006 and end on March 31, 2008) if certain benchmarks are being met. If the President believes such benchmarks are being met and a suspension of the redeployment would be in the national security interest of the United States and the government of Iraq, the President may request a 90-day suspension of the redeployment, or a 90-day renewal of the suspension.
Congress would be able to block any suspension of redeployment by a joint resolution.
I believe this act puts pressure on both the administration and the Iraqi government to meet benchmarks, provides substantial economic aid for Iraq, and has the necessary safegaurds to deal with any unforseen circumstances necessitating a suspension of the redeployment.
I support this act, and I'm impressed with Obama's responsible approach to putting pressure on both the administration and Iraq to meet necessary benchmarks.
