Can Congress Fire Karl Rove?

Can Congress Fire Karl Rove?
Is is possible for Karl Rove to be fired by Congress because he poses a threat to democracy and national security as is evident by his apparent role in most of the recent scandals?

Could they make a provision that says he is not to contact or be in contact with the president or any governmental agency or official either directly or indirectly? And then make it a Federal offense if he violates this order with a hefty fine ($400 million) and a nice jail sentence (5-10 years maximum security prison).

Any legal scholars who can say if this is a feasible idea or is it just wishful thinking?

2. Saw today they listed him as Deputy Chief of Staff on one of the news channels. I can't tell you
which one, but it was either CNN or MSNBC. I switch back & forth between them. I was surprised, because they usually just refer to him as "a presidential adviser".

8. When the leak speculation was sizzling and Rove had just come
back from about his fifth trip in front of the Grand Jury, we were told that he was now in a different position with a different title and the impression was that he would move into his new job soon. I remember the job as RNC related. There were plenty of posts asking why he was still in the WH. I think they must have changed his legal obligation / protection / vulnerability status somehow, but from what to what?

10. Its probably better to refer to the writ of habeas corpus rather than the magna carta
Most of the Magna Carta was repealed under English law years ago. And parts of it quite deservedly so.

5. No, Congress cannot fire a member of the President's staff.
They can show him guilty of crimes in a public investigation/hearing and hand his ass over to the cops, they can do that.

11. The Senate is working up to issuing a subpoena for Fats Rove right now.
And the House may demand he testify, as well. Stay tuned, it might just get interesting...

15. No. Rove's not a member of the Cabinet.
He's a pure Executive Branch employee, answerable solely to Bush. He wasn't confirmed by Congress, and Congress has no say about his continued employment.

Congress, however, can subpoena him, force him to testify under oath, subpoena his papers, and investigate, investigate, investigate until the stink of the scandals he's involved in is so bad Bush is forced to fire him. Kind of like the position Gonzales is in right now.

asked the Congressional Research Service if Rove could be impeached. Does anyone here know if he got an answer to that question?
