6. It is a procedural "no vote", rather than an actual "no" vote
If that makes any sense. :hi:

"Present" means they were there for the quorum or voted to meet an "everyone who is here must vote" rule. It is effectively a "Nay" as only "Aye"s get counted, but takes away ammunition from those who would oppose an actual "Nay" and from those who would oppose an actual "Aye." It is roughly equivalent to a Yes/No poll here in DU with a third option of, "Mmm... doughnuts!"

"It's bad legislation; the president's going to veto it, and Congress will sustain that veto," he said.


Yeah, like the White House has a habit of vetoing bad legislation :sarcasm:
