Whatever they may or may not have been discussing, it is not "conspiring" for two senators to discuss possible legislation. If they were discussing something he does not like, big deal. Whatever it is would be subject to debate, vote, presidential approval.

He is the one who conspires - with his oil lobby funding pals - to block legislation that would benefit the entire planet at their expense
