If Kerry had taken federal matching funds, he would have been forced to limit his primary spending to $45 million, or about $15 million from January through the end of July, when the Democratic convention convenes. Bush, by comparison, raised a staggering $131 million in 2003 and will have a war chest in excess of $100 million that can be spent before the GOP convention in late August.
Green estimated that Kerry needs at least $25 million to be competitive until the end of July. Other veteran fundraisers put the figure at $75 million. And because of the recently enacted McCain-Feingold law banning large "soft money" contributions, candidates must raise the cash in increments of no more than $2,000 per donor.
