He's actually grimacing in pain. He tried to curl it, but his muscles have atrophied from years of disuse, lack of 'roids, and stress from trying to decide which party to emulate today.

You can see that his left hand is going up to clutch at his lower back, and the dumbbell is really dropping the other dumbbell. Meanwhile "Pat" is hurrying up from behind to aid the guvernator.
