Urge Sen. Kerry to support a new foreign policy!

Yesterday, Senator John Kerry swept to victory in the Super Tuesday primaries, making him the likely Democratic presidential candidate and potentially the next president of the United States.

Today we need your help to send a clear and immediate message to John Kerry that we expect the next president of our country to institute a new foreign policy that will make us safer by reducing the nuclear threat, ending US weapons sales to dictators, and supporting international law and the world community.

1. Kerry is "winning" because he can be counted on to maintain the status quo

The American voting class supports the current foreign policy, and there is no question that Kerry is a more telegenic and articulate spokesman for it, with an extraordinary ability to put the most appalling things into much nicer words.

I mean, we know you think Kerry will 'maintain the status quo', we've heard you belittle him as being 'telegenic' but what is consistently absent from your comments is an articulation of an alternative.

What are you FOR?

His foreign policy is being written by a PNAC'er, Will Marshall. If Kerry wants my vote, both he and the party leadership are going to have to cut all ties with shitball traitors like that.

5. Oh. I see. His announced position is just a smoke screen
for the real policies he hasn't announced yet.

I am sure you can point me to sources that demonstrate all the parallels between Mr. Kerry's (real) foreign policy positions and those in the PNAC manifesto. I am sure you can, because, on its face, your assertion is utter nonsense.

8. Although PNAC is a bipartisan project, the Democrats have their own

rewrite of it, the Progressive Policy Initiative. It is much better written. It would be hard to put Imperialism or Manifest Destiny into nicer words.

12. Any references to the text of this "Progressive Policy Initiative"?
Google is fresh out of hits on the term, unless you are referring to a program relating to education in Australia, or some programs in New Zealand or Nova Scotia.

I just have been appalled by the US policy in Columbia. I'll be demonstrating at FT. Bragg March 20. Kerry may get my vote but not my mandate.

It’s an honor to be here today at the Burkle Center – named in honor of a good friend and one of America’s outstanding business leaders.

Day in and day out, George W. Bush reminds us that he is a war President and that he wants to make national security the central issue of this election. I am ready to have this debate. I welcome it.

I am convinced that we can prove to the American people that we know how to make them safer and more secure – with a stronger, more comprehensive, and more effective strategy for winning the War on Terror than the Bush Administration has ever envisioned.

As we speak, night has settled on the mountains of the border between Afghanistan and Pakistan. If Osama bin Laden is sleeping, it is the restless slumber of someone who knows his days are numbered. I don’t know if the latest reports – saying that he is surrounded – are true or not. We’ve heard this news before.

We had him in our grasp more than two years ago at Tora Bora but George Bush held U.S. forces back and instead, called on Afghan warlords with no loyalty to our cause to finish the job. We all hope the outcome will be different this time and we all know America cannot rest until Osama bin Laden is captured or killed.

And when that day comes, it will be a great step forward but we will still have far more to do. It will be a victory in the War on Terror, but it will not be the end of the War on Terror.

This war isn’t just a manhunt – a checklist of names from a deck of cards. In it, we do not face just one man or one terrorist group. We face a global jihadist movement of many groups, from different sources, with separate agendas, but all committed to assaulting the United States and free and open societies around the globe.

As CIA Director George Tenet recently testified: “They are not all creatures of bin Laden, and so their fate is not tied to his. They have autonomous leadership, they pick their own targets, they plan their own attacks.”

At the core of this conflict is a fundamental struggle of ideas. Of democracy and tolerance against those who would use any means and attack any target to impose their narrow views.

The War on Terror is not a clash of civilizations. It is a clash of civilization against chaos; of the best hopes of humanity against dogmatic fears of progress and the future.

Like all Americans, I responded to President Bush’s reassuring words in the days after September 11th. But since then, his actions have fallen short.

I do not fault George Bush for doing too much in the War on Terror; I believe he’s done too little.

Where he’s acted, his doctrine of unilateral preemption has driven away our allies and cost us the support of other nations. Iraq is in disarray, with American troops still bogged down in a deadly guerrilla war with no exit in sight. In Afghanistan, the area outside Kabul is sliding back into the hands of a resurgent Taliban and emboldened warlords.

In other areas, the Administration has done nothing or been too little and too late. The Mideast Peace process disdained for 14 months by the Bush Administration is paralyzed. North Korea and Iran continue their quest for nuclear weapons – weapons which one day could land in the hands of terrorists. And as Defense Secretary Don Rumsfeld has admitted, the Administration is still searching for an effective plan to drain the swamps of terrorist recruitment. The President’s budget for the National Endowment for Democracy’s efforts around the world, including the entire Islamic world, is less than three percent of what this Administration gives Halliburton – hardly a way to win the contest of ideas.

Finally, by virtually every measure, we still have a homeland security strategy that falls far short of the vulnerabilities we have and the threats we face.

George Bush has no comprehensive strategy for victory in the War on Terror – only an ad hoc strategy to keep our enemies at bay. If I am Commander-in-Chief, I would wage that war by putting in place a strategy to win it.

We cannot win the War on Terror through military power alone. If I am President, I will be prepared to use military force to protect our security, our people, and our vital interests.

But the fight requires us to use every tool at our disposal. Not only a strong military – but renewed alliances, vigorous law enforcement, reliable intelligence, and unremitting effort to shut down the flow of terrorist funds.

To do all this, and to do our best, demands that we work with other countries instead of walking alone. For today the agents of terrorism work and lurk in the shadows of 60 nations on every continent. In this entangled world, we need to build real and enduring alliances.

Allies give us more hands in the struggle, but no President would ever let them tie our hands and prevent us from doing what must be done. As President, I will not wait for a green light from abroad when our safety is at stake. But I will not push away those who can and should share the burden.

Working with other countries in the War on Terror is something we do for our sake – not theirs. We can’t wipe out terrorist cells in places like Sweden, Canada, Spain, the Philippines, or Italy just by dropping in Green Berets.

It was local law enforcement working with our intelligence services which caught Khalid Shaikh Mohammed and Ramsi Bin al Shibh in Pakistan and the murderer known as Hambali in Thailand. Joining with local police forces didn’t mean serving these terrorists with legal papers; it meant throwing them behind bars. None of the progress we have made would have been possible without cooperation – and much more would be possible if we had a President who didn’t alienate long-time friends and fuel anti-American anger around the world.

We need a comprehensive approach for prevailing against terror – an approach that recognizes the many facets of this mortal challenge and relies on all the tools at our disposal to do it.

First, if I am President I will not hesitate to order direct military action when needed to capture and destroy terrorist groups and their leaders. George Bush inherited the strongest military in the world – and he has weakened it. What George Bush and his armchair hawks have never understood is that our military is about more than moving pins on a map or buying expensive new weapons systems.

America’s greatest military strength has always been the courageous, talented men and women whose love of country and devotion to service lead them to attempt and achieve the impossible everyday.

But today, far too often troops are going into harm’s way without the weapons and equipment they depend on to do their jobs safely. National Guard helicopters are flying missions in dangerous territory without the best available ground-fire protection systems. Un-armored Humvees are falling victim to road-side bombs and small-arms fire.

And families across America have had to collect funds from their neighbors to buy body armor for their loved ones in uniform because George Bush failed to provide it

The next President must ensure that our forces are structured for maximum effectiveness and provided with all that they need to succeed in their missions. We must better prepare our forces for post-conflict operations and the task of building stability by adding more engineers, military police, psychological warfare personnel, and civil affairs teams.

And to replenish our overextended military, as President, I will add 40,000 active-duty Army troops, a temporary increase likely to last the remainder of the decade.

Second, if I am President I will strengthen the capacity of intelligence and law enforcement at home and forge stronger international coalitions to provide better information and the best chance to target and capture terrorists even before they act.

But the challenge for us is not to cooperate abroad; it is to coordinate here at home. Whether it was September 11th or Iraq’s supposed weapons of mass destruction, we have endured unprecedented intelligence failures. We must do what George Bush has refused to do – reform our intelligence system by making the next Director of the CIA a true Director of National Intelligence with real control of intelligence personnel and budgets. We must train more analysts in languages like Arabic. And we must break down the old barriers between national intelligence and local law enforcement.

In the months leading up to September 11th, two of the hijackers were arrested for drunk driving – and another was stopped for speeding and then let go, although he was already the subject of an arrest warrant in a neighboring county and was on a federal terrorist watch list. We need to simplify and streamline the multiple national terrorist watch lists and make sure the right information is available to the right people on the frontlines of preventing the next attack.

But we can’t take any of those steps effectively if we are stuck with an Administration that continues to stonewall those who are trying to get to the bottom of our September 11th intelligence failures. Two days ago, the Republican Speaker of the House Dennis Hastert refused the request of the bipartisan 9-11 commission for just a little more time just to complete their mission. This after the Commission has had to deal with an Administration that opposed its very creation and has stonewalled its efforts.

He didn’t hesitate to pick up the phone and call Denny Hastert to ram through his Medicare drug company benefit or to replace a real Patients Bill of Rights with an HMO Bill of Goods. This President told a Republican fundraiser that it was in the “nation’s interest” that Denny Hastert remain Speaker of the House. I believe it’s in America’s interest to know the truth about 9-11. Mr. President, stop stonewalling the commission and stop hiding behind excuses. Pick up the phone, call your friend Denny Hastert and tell him to let the commission finish its job so we can make America safer.

Third, we must cut off the flow of terrorist funds. In the case of Saudi Arabia, the Bush Administration has adopted a kid-glove approach to the supply and laundering of terrorist money. If I am President, we will impose tough financial sanctions against nations or banks that engage in money laundering or fail to act against it. We will launch a "name and shame" campaign against those that are financing terror. And if they do not respond, they will be shut out of the U.S. financial system.

Fourth, because finding and defeating terrorist groups is a long-term effort, we must act immediately to prevent terrorists from acquiring nuclear, chemical, or biological weapons. I propose to appoint a high-level Presidential envoy empowered to bring other nations together to secure and stop the spread of these weapons. We must develop common standards to make sure dangerous materials and armaments are tracked, accounted for, and secured. Today, parts of Russia’s vast nuclear arsenal are easy prey for those offering cash to scientists and security forces who too often are under-employed and under-paid. If I am President, I will expand the Nunn/Lugar program to buy up and destroy the loose nuclear materials of the former Soviet Union and to ensure that all of Russia’s nuclear weapons and materials are out of the reach of terrorists and off the black market.

Next, whatever we thought of the Bush Administration’s decisions and mistakes – especially in Iraq – we now have a solemn obligation to complete the mission, in that country and in Afghanistan. Iraq is now a major magnet and center for terror. Our forces in Iraq are paying the price everyday.

And our safety at home may someday soon be endangered as Iraq becomes a training ground for the next generation of terrorists.

It is time to return to the United Nations and return America to the community of nations to share both authority and responsibility in Iraq, and take the target off the back of our troops. This also requires a genuine Iraqi security force. The Bush Administration simply signs up recruits and gives them rudimentary training. In a Kerry Administration, we will create and train an Iraqi security force equal to the task of safeguarding itself and the people it is supposed to protect.

We must offer the UN the lead role in assisting Iraq with the development of new political institutions. And we must stay in Iraq until the job is finished.

In Afghanistan, we have some NATO involvement, but the training of the Afghan Army is insufficient to disarm the warlord militias or to bring the billion dollar drug trade under control. This Administration has all but turned away from Afghanistan. Two years ago, President Bush promised a Marshall Plan to rebuild that country. His latest budget scorns that commitment.

We must – and if I am President, I will – apply the wisdom Franklin Roosevelt shared with the American people in a fireside chat in 1942, “it is useless to win battles if the cause for which we fight these battles is lost. It is useless to win a war unless it stays won.” This Administration has not met that challenge; a Kerry Administration will.

But nothing else will matter unless we win the war of ideas. In failed states from South Asia to the Middle East to Central Africa, the combined weight of harsh political repression, economic stagnation, lack of education, and rapid population growth presents the potential for explosive violence and the enlistment of entire new legions of terrorists. In Saudi Arabia and Egypt, almost sixty percent of the population is under the age of 30, unemployed and unemployable, in a breeding ground for present and future hostility. And according to a Pew Center poll, fifty percent or more of Indonesians, Jordanians, Pakistanis, and Palestinians have confidence in bin Laden to “do the right thing regarding world affairs”

We need a major initiative in public diplomacy to bridge the divide between Islam and the rest of the world. For the education of the next generation of Islamic youth, we need an international effort to compete with radical Madrassas. We have seen what happens when Palestinian youth have been fed a diet of anti-Israel propaganda. And we must support human rights groups, independent media and labor unions dedicated to building a democratic culture from the grass-roots up. Democracy won't come overnight, but America should speed that day by sustaining the forces of democracy against repressive regimes and by rewarding governments which take genuine steps towards change.

We cannot be deterred by letting America be held hostage by energy from the Middle East. If I am President, we will embark on a historic effort to create alternative fuels and the vehicles of the future – to make this country energy independent of Mideast oil within ten years. So our sons and daughters will never have to fight and die for it.

Finally, if we are going to be serious about the War on Terror, we need to be much more serious about homeland security. Today, fire departments only have enough radios for half their firefighters and almost two-thirds of firehouses are short-staffed. We should not be opening firehouses in Baghdad and closing them down in New York City. We need to put 100,000 more firefighters on duty and we need to restore the 100,000 police on our streets which I fought for and won in 1994 but which the Bush Administration has cut in budget after budget.

We need to provide public health labs with the basic expertise they need but now lack to respond to chemical or biological attack. We need new safeguards for our chemical and nuclear facilities.

And our ports – like the Port of Los Angeles – need new technology to screen the 95 percent of containers that now enter this country without any inspection at all. And we should accelerate the action plans agreed to in US-Canada and US-Mexico “smart border” accords while implementing new security measures for cross border bridges. President Bush says we can’t afford to fund homeland security. I say we can’t afford not to.

The safety of our people, the security of our country, the memory of our brothers and sisters, mothers and fathers, neighbors and heroes we lost on September 11th call on us to win this war we did not seek.

And our children’s future demands that we also do everything in our power to prevent the creation of tomorrow’s terrorists today. Maybe there’s no going back to the days before baggage checks and orange alerts. Maybe they’re with us forever. But I don’t believe they have to be. I grew up at a time of bomb shelters and air raid drills. But America had leaders of vision and courage in both parties. And today, the Cold War is memory, not reality.

I believe we can bring a real victory in the War on Terror. I believe we must, not only for ourselves but for all who look to America as “the last best hope of earth.” I believe we can meet that ideal – and that’s why I’m running for President.

“Foreign Policy in a Post-Saddam World: Rebuilding Our Alliances and Iraq”

Shortly after he took office, Thomas Jefferson – America’s first chief diplomat – laid out the goals of American foreign policy: “We are pointing out the way to struggling nations who wish, like us, to emerge from their tyrannies.” For 225 years – and with gathering force during the course of the last century – these words have guided an America that has come to believe that the surest way to defend our people is to advance our ideals.

Saturday evening, halfway around the world, in a dark hole beneath a mud shack on a sheep farm, Jefferson’s promise was fulfilled again. Saddam Hussein was a totalitarian who waged a reign of terror against his people and repeatedly endangered the peace of the world. And no one can doubt that we are safer – and Iraq is better – because Saddam Hussein is now behind bars.

His capture is a great tribute to the skill and bravery of the U.S. Armed Forces, who showed Saturday as they do everyday what it means to have the greatest military in history – and why we must never retreat from having the strongest military in the world. This nation stands united with a single message for our troops: Job well done.

Saddam Hussein’s capture also represents a two-fold opportunity. For President Bush, it is still another chance to transform the situation in Iraq from an American occupation to a global coalition. And it is an opportunity for America to reclaim the best of our historic role overseas and to once again lead the world toward progress and freedom.

From the Battle of Belleau Wood to the Battle of the Bulge, from Korea to Kosovo, the story of the last century is of an America that accepted the heavy responsibility of its historic obligation – to serve as not just a beacon of hope, but to work with allies across the world to defend and extend the frontiers of freedom.

But today, we confront a dual danger – two major detours from the true path of American leadership. On one side is President Bush who has taken America off onto the road of unilateralism and ideological preemption. On the other side are those in my own party who threaten to take us down a road of confusion and retreat.

Iraq has been ground zero in that ideological tug of war, with difficult decisions that had to be made, and complicated issues of national security that had to be discussed with Americans honestly and responsibly.

When America needed leadership on Iraq, Howard Dean was all over the lot, with a lot of slogans and a lot less solutions. One moment he supported authorizing the use of force, the next he criticized those who did. He said Saddam Hussein had weapons of mass destruction, then he said he’d figured out that he didn’t. He said he opposed the war all along, but less than a month before it began he said that if the U.N. wouldn’t enforce its own mandates, then ‘unilateralism is a regrettable, but unavoidable choice.’

And at other times, Governor Dean said that we should not go into Iraq unless the UN Security council gave us authorization. That is a fundamental misunderstanding of how a President protects the United States. I have said many times I believe that America should have worked to get international backing before going to war. Our diplomacy should have been as good as our soldiers. A true international coalition would have been better for our troops, better for our security, better for Iraq’s future. Perhaps it reflects inexperience, but for Howard Dean to permit a veto over when America can or cannot act not only becomes little more than a pretext for doing nothing – it cedes our security and presidential responsibility to defend America to someone else -- a profound danger for both our national security and global stability.

The Democratic Party has always been stronger than that. Woodrow Wilson led America in a fight for self-determination and against old empires. Franklin Roosevelt defended freedom from fascism. Harry Truman contained the expansion of communism and introduced the Marshall Plan. John F. Kennedy pledged a “long twilight struggle” to end the Cold War. Jimmy Carter renewed America’s commitment to human rights around the world. And from Haiti to Bosnia, Bill Clinton placed America’s might on the side of America’s values while he expanded our circle of allies at the same time. And none of them would ever have given others the power to prevent America from defending its interests or its ideals.

To follow the path that Howard Dean seems to prefer is to embrace a “Simon Says” foreign policy where America only moves if others move first. And that is just as wrong as George Bush’s policy of schoolyard taunts and cowboy swagger. Our job is to lead the world to a better place, to convince allies of mutual interest and global responsibilities.

We need a President who will not walk away from a dangerous world – and a President who will not walk alone by choice – but a President who will lead a new alliance of free nations to build a new era of security and peace. A President who will rally democratic countries to join in a lasting coalition to address the common ills of a new century – terrorism, loose nukes, and drug trafficking, environmental destruction and epidemic disease. And with your help, that’s the kind of President I will be.

I believe it was right to hold Saddam Hussein accountable for violating UN agreements. I believed then – and I believe now – authorizing force was the only way to get inspectors in, and the only way ultimately to enforce Saddam Hussein’s compliance with the mandate he had agreed to, knowing that as a last resort war could become the ultimate weapons inspections enforcement mechanism.

And I also believe that those who doubted whether Iraq or the world would be better off without Saddam Hussein, and those who believe we are not safer with his capture don’t have the judgment to be President – or the credibility to be elected President.

A year and a half ago, as this campaign was starting, I argued that for Democrats to win America's votes we must first convince the voters that we will keep America safe.

I believed then and I believe now that Americans deserve better than a false choice between force without diplomacy and diplomacy without force. To provide responsible leadership, we need to take the third path in foreign policy – a bold, progressive internationalism – backed by undoubted military might – that commits America to lead in the cause of human liberty and prosperity. If Democrats do not stand for making America safer, stronger, and more secure, we won’t win back the White House – and we won’t deserve to.

We need a President who can take us back to America’s rightful path in the world because President Bush has taken us so far off course. Whether it is failing to support a new Afghanistan or supporting a failed coup in Venezuela, whether it is pushing the world away on the Kyoto treaty or pushing the world into danger over North Korea, this Administration’s go-it-alone attitude has endangered our interests and enraged those who should be our friends.

Nowhere is that clearer than in Iraq. The Bush Administration has not just been unilateralist in war, but unilateralist in the ongoing guerilla struggle. And we have been paying too high a price – in dollars and the deaths of young Americans – to continue down this road. Let’s be clear: Our problems in Iraq have not been caused by one man – and simply capturing Saddam Hussein does not finally and fully clear the path to a peaceful and democratic outcome. This is a moment of opportunity, a turning point when the Administration can and should face the realities of how you gain international support in this effort. We cannot expect other nations to join us now if the Administration prohibits them from sharing the reconstruction because they opposed us previously. That not only defies common sense – it’s childish retribution which puts our troops at greater risk. It’s time we leave no doubt what we believe: Iraq belongs to the Iraqi people, not Halliburton and Bechtel.

The Administration’s reluctance to share power and responsibility is all the more stunning because it prevents them from investing Europe and Middle Eastern neighbors in their own self-interest not to have a failed state on their doorsteps and borders.

Saddam’s capture is a victory for the Iraqi people; they no longer need to fear the return of a brutal dictator who terrorized them for so long. But Saddam’s capture also represents a vital chance for the United States to build the coalition to win the peace that we should have built to win the war. To offer a real invitation to the rest of the world that says: “Join us. Share the burden of creating a peaceful and stable Iraq because your security depends on it too.”

The threat of Saddam himself is gone. But the threat of terror continues to reach from the streets of Baghdad and the Middle East to the streets of Asia, Europe, and America itself. We must not waste this opportunity to rebuild alliances, both in Iraq and against global terrorism.

We owe this kind of internationalism first of all to our troops. Today American soldiers in Iraq fear getting shot while getting a drink of water. They wonder whether the old station wagon driving toward their checkpoint will explode when it gets there. For their sake, we must put aside arrogance and swagger and enlist other countries to share the burden and the authority in Iraq so that we get the targets off the back of our soldiers. We need tools of diplomacy equal to the tools of war. Our forces are doing their job and doing their best. Now it’s time for America to have leaders that do the same.

With Saddam in custody, with others who did not join us in Iraq now celebrating that fact, we must reach out to the U.N. and our allies – and internationalize the reconstruction of Iraq. I hope that the President exercises that kind of leadership.

Unfortunately, on three different occasions, when he could have led in the past, he stubbornly refused to do so.

The first opportunity came last fall after Congress authorized the use of force. President Bush promised America he would “work with the UN Security Council to meet our common challenge.” Instead, he refused to give the inspectors time and rushed to war without our allies.

There was a second opportunity – after the Iraqi people pulled down Saddam Hussein’s statue in Baghdad. Again, the President could have worked with the United Nations to share the burden of rebuilding Iraq – to ensure that the Iraqi people would not see us as an occupying power. And again, the President chose to let America shoulder the burden alone.

Then this Fall, the President addressed the UN General Assembly. Other nations stood ready to stand with us – to provide troops and funds to stabilize Iraq. But instead of asking for their help, the President repeated the old formulas of his unilateralism, raising the risk for American soldiers and the bill to the American treasury.

Today, the risk is still too high and the bill is still too large. But today, we have also been given that rare fourth chance to set things right. We can return to the world, reject the idea of going it alone and hoarding all the power, and forge a shared response to the challenges of Iraq. No more snubbing allies, no more stonewalling the U.N., and no more sham coalitions. It’s time to win the peace, and it’s time to do it right.

So President Bush needs to take four immediate steps.

First, go back to the international community and to the United Nations and offer a real partnership in Iraq. We need a new Security Council resolution to give the United Nations authority in the rebuilding process and the development of a new Iraqi Constitution and government. Ambassador Bremer and the Coalition Provisional Authority should be sincerely thanked for their service – and replaced by a UN Special Representative in Iraq who will remove the stigma of foreign occupation from our presence there. The United States has ample power and influence to establish a working relationship which guarantees— indeed guides us to—an outcome which meets our goals and security needs.

Second, the UN authorization for international forces in Iraq is finally in place, but to expand participation we have to share responsibility, which the Administration still won’t do. We need to conduct real diplomacy with the goal of really getting boots on the ground.

As we internationalize the work in Iraq, we need to add 40,000 troops – the equivalent of two divisions – to the American military in order to meet our responsibilities elsewhere – especially in the urgent global war on terror. In my first 100 days as President, I will move to increase the size of our Armed Forces. Some may not like that. But today, in the face of grave challenges, our armed forces are spread too thin. Our troops in Iraq are paying the price for this everyday. There’s not enough troops in the ranks of our overall armed forces to bring home those troops that have been in Iraq for more than a year.

President Bush’s policies have overextended our military – and turned reserves into fulltime soldiers. Iowa, with a population of less than three million people, is in the Top 10 states in the proportion of National Guard troops on active duty; more than 2,600 of Iowa's 9,500 Army and Air Guard soldiers have been activated. George Bush and Don Rumsfeld say we have enough troops. I think they’re putting politics and pride ahead of what is right for our soldiers, our reserves, and our security.

Third, we need a reasonable plan and a specific timetable for self-government, for transferring political power and the responsibility for reconstruction to the people of Iraq. That means completing the tasks of security and democracy in that country – not cutting and running in order to claim a false success for the sake of the 2004 election. The timing of events in Iraq should not be keyed to the timetable of the Bush re-election campaign. Genuinely engaging the Iraqi people in shaping new institutions is fundamental to the long term cause of a stable, peaceful, and independent Iraq that contributes to the world instead of threatening it.

The actions we now take to try Saddam Hussein can advance that hope – or set it back. Justice must come to a brutal tyrant who has threatened the world and murdered hundreds of thousands of his own citizens.

But it must come through a new American partnership with the people of Iraq and of the international community. This is a unique time when we can show and not just speak the values of a free and just society to Iraqis, to the rest of the Arab world, and to our own people here at home. We can demonstrate in an unforgettable way that the rule of law includes rights that cannot be denied even to a despot. What a powerful signal that would be – a signal that would reverberate across the globe and even across generations.

So the question of how to structure the trial of Saddam Hussein is not just a legal issue; it is a test of our values and our intentions. Saddam Hussein committed heinous crimes against the Iraqi people and the international community, but we cannot try him in some kind of kangaroo court without due process of law. To do so would reinforce our image as an occupying power and set back the cause of a new beginning in Iraq. We need to work with the Iraqi leadership to create a path to true justice that is fair and credible – in their eyes, in the eyes of other Arab and Muslim people, and in the eyes of the international community.

After working with the Cambodian government and the United Nations for years to form the upcoming genocide tribunal in Cambodia, it is clear to me that we cannot and must not ignore the emotional and political stake the Iraqi people have in this issue. But as I saw in Cambodia, the international community also has a major stake in the quest for justice.

The Iraqi people should see the trial firsthand because that will prove once and for all that Saddam Hussein is gone. It was important that Nazi war criminals be tried in Germany, just as it will be important that those responsible for the Killing Fields be tried in Cambodia. Trying Saddam Hussein in Iraq will provide an essential sense of closure for the Iraqi people. And we and the world have a deep interest in showing the Iraqi people that a judicial process with transparency, fairness, and justice can provide accountability and a penalty that fits the crime.

That’s why I believe a mixed tribunal, in which international judges, prosecutors, and investigators work alongside Iraqis, is the best guarantee of a fair and valid process. While setting up a credible mixed tribunal in Iraq may be more difficult then going to an international tribunal in the Hague, I believe it will be more credible in the long term; it will give Iraqis a place and a stake in the process – and it will lead to a stronger judicial system in that country for years to come.

Fourth, as we establish the rule of law, we urgently need to rebuild a sense of basic order. Today lawlessness and chaos, rampant violence and property destruction, threaten Iraqis and undermine the creation of a civil society. The job properly belongs to the new Iraqi security forces. And the United States and the allies we enlist need to do a far better job of training them – and then transferring authority to them.

The Iraqi military battalion we just trained suffered a massive desertion when about half the troops left over inadequate pay. We need to get the planning right and stop making elementary mistakes. We need realistic support, equipment and pay. And we need to get this Iraqi Security force into shape to achieve early successes so that Iraqis can have confidence in their army and the troops can have confidence in themselves.

Iraqi police forces also need adequate training and mentoring. Here at home, a police officer has four to six months of training. We may not have that luxury in Iraq, but training must be sufficient – not just speedy. And the police forces too need real support, equipment and pay. Countries like Italy, France, and Spain have national police forces with a paramilitary capability. They could contribute by preparing and mentoring a similar Iraqi force.

But they won’t do it unless the Bush Administration changes course, renounces unilateralism, and turns a new page in Iraq and in all our international relations. We must lead, not order.

We should be prepared to act to protect our interest, but we must also be ready to listen to others.

So leadership is the issue – abroad and at home.

In a world shadowed by terrorism, Americans are asking. Who can best defend us? Who can meet the challenge of this dangerous time? In the next election, Democrats owe the American people more than anger; we owe them answers. To earn their trust, we must prove by our experience and our vision that our approach to national security and foreign policy is strong and credible – and the best way to defend our nation.

I am here to say that holding Saddam accountable was important, even if not always popular. I am here to say that doing nothing would have been the most dangerous path of all. But I am also here to say that the price of unilateralism in Iraq is too high, and Americans are paying it – in resources that could be used for health care, education, and our security here at home. We are paying that price in respect lost around the world – respect we need to win the war not just in one country, but the global war on terror. And most important, the price is paid in the lives of young Americans forced to shoulder the burden of this mission alone.

We must change a course of unilateralism and pre-emptive war that is radically wrong for America. Saddam’s capture offers even this Administration the chance to make change. And if we as Democrats are to change America, we cannot seek to replace the Bush unilateralism with confusion and retreat. Let’s bring in our allies, take the target off our troops, and let’s finally win the peace in Iraq. In a time of fear, in a uncertain world, let’s affirm that America’s security depends on our own strength, but also on our ideals, and on the will and wisdom to forge a new era of internationalism where this nation truly and proudly is, as Lincoln said, the “best hope of earth.”

Foreign Policy Speech at Georgetown University

As our government conducts one war and prepares for another, I come here today to make clear that we can do a better job of making our country safer and stronger. We need a new approach to national security - a bold, progressive internationalism that stands in stark contrast to the too often belligerent and myopic unilateralism of the Bush Administration.

I offer this new course at a critical moment for the country that we love, and the world in which we live and lead.

Thanks to the work and sacrifice of generations who opposed aggression and defended freedom, for others as well as ourselves, America now stands as the world's foremost power. We should be proud: Not since the age of the Romans have one people achieved such preeminence.

But we are not Romans; we do not seek an empire. We are Americans, trustees of a vision and a heritage that commit us to the values of democracy and the universal cause of human rights. So while we can be proud, we must be purposeful and mindful of our principles: And we must be patient - aware that there is no such thing as the end of history. With great power, comes grave responsibility.

We are all of us too aware, since September 11th, of the gravity of the times and the greatness of the stakes. Having won the Cold War, a brief season of content has been succeeded by a new war against terrorism which is an assault on the very progress we have made.

Throughout our history, in peaceful exertion and in armed struggle, we were steadfast - we were right on the central issue of freedom, and we prevailed. And because we prevailed the world is a far better place than it was or would otherwise have been.

The world today has a strong democratic core shaped by American ingenuity, sacrifice, and spirit. But on the periphery are many unstable and dangerous places, where terrorists seek to impose a medieval dark age.
As we learned so brutally and so personally, we do face a new threat. But we also face a renewed choice - between isolation in a perilous world, which I believe is impossible in any event, and engagement to shape a safer world which is the urgent imperative of our time.

A choice between those who think you can build walls to keep the world out, and those who want to tear down the barriers that separate "us" from "them." Between those who want America to go it alone, and those who want America to lead the world toward freedom.

The debate over how the United States should conduct itself in the world is not new.

After all, what is today's unilateralism but the right's old isolationist impulse in modern guise? At its core is a familiar and beguiling illusion: that America can escape an entangling world...that we can wield our enormous power without incurring obligations to others...and that we can pursue our national interests in arrogant ways that make a mockery of our nation's ideals.

I am here today to reject the narrow vision of those who would build walls to keep the world out, or who would prefer to strike out on our own instead of forging coalitions and step by step creating a new world of law and mutual security.

I believe the Bush Administration's blustering unilateralism is wrong, and even dangerous, for our country. In practice, it has meant alienating our long-time friends and allies, alarming potential foes and spreading anti-Americanism around the world.

Too often they've forgotten that energetic global leadership is a strategic imperative for America, not a favor we do for other countries. Leading the world's most advanced democracies isn't mushy multilateralism -- it amplifies America's voice and extends our reach. Working through global institutions doesn't tie our hands -- it invests US aims with greater legitimacy and dampens the fear and resentment that our preponderant power sometimes inspires in others.

In a world growing more, not less interdependent, unilateralism is a formula for isolation and shrinking influence. As much as some in the White House may desire it, America can't opt out of a networked world.
We can do better than we are doing today. And those who seek to lead have a duty to offer a clear vision of how we make Americans safer and make America more trusted and respected in the world.

That vision is defined by looking to our best traditions -- to the tough-minded strategy of international engagement and leadership forged by Wilson and Roosevelt in two world wars and championed by Truman and Kennedy in the Cold War.

These leaders recognized that America's safety depends on energetic leadership to rally the forces of freedom And they understood that to make the world safe for democracy and individual liberty, we needed to build international institutions dedicated to establishing the rule of law over the law of the jungle.
That's why Roosevelt pushed hard for the United Nations and the World Bank and IMF. It's why Truman insisted not only on creating NATO, but also on a Marshall Plan to speed Europe's recovery. It's why Kennedy not only faced down the Soviets during the Cuban Missile Crisis, but also signed the Nuclear Test Ban Treaty and launched the Peace Corps to put American idealism to work in developing countries. He spoke out for an America strong because of its ideals as well as its weapons.

For us today, the past truly is prologue. The same principles and strength of purpose must guide our way. Our task now is to update that tradition, to forge a bold progressive internationalism for the global age.
As I said last summer in New York, for Democrats to win America's confidence we must first convince Americans we will keep them safe. You can't do that by avoiding the subjects of national security, foreign policy and military preparedness. Nor can we let our national security agenda be defined by those who reflexively oppose any U.S. military intervention anywhere...who see U.S. power as mostly a malignant force in world politics...who place a higher value on achieving multilateral consensus than necessarily protecting our vital interests.

Americans deserve better than a false choice between force without diplomacy and diplomacy without force. I believe they deserve a principled diplomacy...backed by undoubted military might...based on enlightened self-interest, not the zero-sum logic of power politics...a diplomacy that commits America to lead the world toward liberty and prosperity. A bold, progressive internationalism that focuses not just on the immediate and the imminent but insidious dangers that can mount over the next years and decades, dangers that span the spectrum from the denial of democracy, to destructive weapons, endemic poverty and epidemic disease. These are, in the truest sense, not just issues of international order and security, but vital issues of our own national security.

So how would this approach, this bold progressive internationalism, differ from the Bush Administration's erratic unilateralism and reluctant engagement? The answer starts by understanding the nature and source of the threat we face.

While we must remain determined to defeat terrorism, it isn't only terrorism we are fighting. It's the beliefs that motivate terrorists. A new ideology of hatred and intolerance has arisen to challenge America and liberal democracy. It seeks a war of Islam - as defined by extremists - against the rest of the world and we must be clear its epicenter is the Greater Middle East.

It's critical that we recognize the conditions that are breeding this virulent new form of anti-American terrorism. If you look at countries stretching from Morocco through the Middle East and beyond...broadly speaking the western Muslim world...what you see is a civilization under extraordinary stress.
The region's political and economic crisis is vividly captured in a recent report written by Arab scholars for the United Nations Development Program and the Arab Fund for Social and Economic Development. Let me quote:

"The wave of democracy that transformed governance in most of the world has barely reached the Arab states...The freedom deficit undermines human development and is one of the most painful manifestations of lagging political development."

According to Freedom House, there are no full-fledged democracies among the 16 Arab states of the Middle East and North Africa. The Middle East is not monolithic; there are governments making progress and struggling effectively with change in Jordan, Morocco and Qatar. But Iraq, Libya, Saudi Arabia, Sudan, and Syria are among the 10 least free nations in the world.

Political and economic participation among Arab women is the lowest in the world and more than half of Arab women are still illiterate.

And these countries are among the most economically isolated in the world, with very little trade apart from the oil royalties which flow to those at the very top. Since 1980, the share of world trade held by the 57 member countries of the Organization of the Islamic Conference has fallen from 15 percent to just four percent. The same countries attracted only $13.6 billion worth of foreign direct investment in 2001. That is just $600 million - only about 5 % - more than Sweden, which has only 9 million people compared to 1.3 billion people. In 1969, the GDP of South Korea and Egypt were almost identical. Today, South Korea boasts one of the 20 largest economies in the world while Egypt's remains economically frozen almost exactly where it was thirty years before.

A combination of harsh political repression, economic stagnation, lack of education and opportunity, and rapid population growth has proven simply explosive. The streets are full of young people who have no jobs... no prospects... no voice. State-controlled media encourage a culture of self-pity, victimhood and blame-shifting. This is the breeding ground for present and future hostility to the West and our values.

From this perspective, it's clear that we need more than a one-dimensional war on terror. Of course we need to hunt down and destroy those who are plotting mass murder against Americans and innocent people from Africa to Asia to Europe. We must drain the swamps of terrorists; but you don't have a prayer of doing so if you leave the poisoned sources to gather and flow again. That means we must help the vast majority people of the greater Middle East build a better future. We need to illuminate an alternative path to a futile Jihad against the world...a path that leads to deeper integration of the greater Middle East into the modern world order.

The Bush Administration has a plan for waging war but no plan for winning the peace. It has invested mightily in the tools of destruction but meagerly in the tools of peaceful construction. It offers the peoples in the greater Middle East retribution and war but little hope for liberty and prosperity.

What America needs today is a smarter, more comprehensive and far-sighted strategy for modernizing the greater Middle East. It should draw on all of our nation's strengths: military might, the world's largest economy, the immense moral prestige of freedom and democracy - and our powerful alliances.

Let me emphasize that last asset in this mission: our alliances. This isn't a task that we should or need to shoulder alone. If anything, our transatlantic partners have a greater interest than we do in an economic and political transformation in the greater Middle East. They are closer to the front lines. More heavily dependent on oil imports. Prime magnets for immigrants seeking jobs. Easier to reach with missiles and just as vulnerable to terrorism.

Meanwhile, NATO is searching for a new mission. What better way to revitalize the most successful and enduring alliance in history, then to reorient it around a common threat to the global system that we have built over more than a half-century of struggle and sacrifice? The Administration has tried to focus NATO on the Middle East, but it's high-handed treatment of our European allies, on everything from Iraq to the Kyoto climate change treaty, has strained relations nearly to the breaking point.

We can do better. With creative leadership, the U.S. can enlist our allies in a sustained multilateral campaign to build bridges between the community of democracies and the greater Middle East - not just for them, but for us.

Here, in my view, is what this strategy should look like.

First, destroying al Qaeda and other anti-American terror groups must remain our top priority. While the Administration has largely prosecuted this war with vigor, it also has made costly mistakes. The biggest, in my view, was their reluctance to translate their robust rhetoric into American military engagement in Afghanistan. They relied too much on local warlords to carry the fight against our enemies and this permitted many al Qaeda members, and according to evidence, including Osama bin Laden himself, to slip through our fingers. Now the Administration must redouble its efforts to track them down. And we need to pressure Pakistan to get control of its territories along the Afghanistan border, which have become a haven for terrorists.

Second, without question, we need to disarm Saddam Hussein. He is a brutal, murderous dictator, leading an oppressive regime. We all know the litany of his offenses.

He presents a particularly grievous threat because he is so consistently prone to miscalculation. He miscalculated an eight-year war with Iran. He miscalculated the invasion of Kuwait. He miscalculated America's response to that act of naked aggression. He miscalculated the result of setting oil rigs on fire. He miscalculated the impact of sending scuds into Israel and trying to assassinate an American President. He miscalculated his own military strength. He miscalculated the Arab world's response to his misconduct. And now he is miscalculating America's response to his continued deceit and his consistent grasp for weapons of mass destruction.

That is why the world, through the United Nations Security Council, has spoken with one voice, demanding that Iraq disclose its weapons programs and disarm.

So the threat of Saddam Hussein with weapons of mass destruction is real, but it is not new. It has been with us since the end of the Persian Gulf War. Regrettably the current Administration failed to take the opportunity to bring this issue to the United Nations two years ago or immediately after September 11th, when we had such unity of spirit with our allies. When it finally did speak, it was with hasty war talk instead of a coherent call for Iraqi disarmament. And that made it possible for other Arab regimes to shift their focus to the perils of war for themselves rather than keeping the focus on the perils posed by Saddam's deadly arsenal. Indeed, for a time, the Administration's unilateralism, in effect, elevated Saddam in the eyes of his neighbors to a level he never would have achieved on his own, undermining America's standing with most of the coalition partners which had joined us in repelling the invasion of Kuwait a decade ago.

In U.N. Security Council Resolution 1441, the United Nations has now affirmed that Saddam Hussein must disarm or face the most serious consequences. Let me make it clear that the burden is resoundingly on Saddam Hussein to live up to the ceasefire agreement he signed and make clear to the world how he disposed of weapons he previously admitted to possessing. But the burden is also clearly on the Bush Administration to do the hard work of building a broad coalition at the U.N. and the necessary work of educating America about the rationale for war.

As I have said frequently and repeat here today, the United States should never go to war because it wants to, the United States should go to war because we have to. And we don't have to until we have exhausted the remedies available, built legitimacy and earned the consent of the American people, absent, of course, an imminent threat requiring urgent action.

The Administration must pass this test. I believe they must take the time to do the hard work of diplomacy. They must do a better job of making their case to the American people and to the world.

I have no doubt of the outcome of war itself should it be necessary. We will win. But what matters is not just what we win but what we lose. We need to make certain that we have not unnecessarily twisted so many arms, created so many reluctant partners, abused the trust of Congress, or strained so many relations, that the longer term and more immediate vital war on terror is made more difficult. And we should be particularly concerned that we do not go alone or essentially alone if we can avoid it, because the complications and costs of post-war Iraq would be far better managed and shared with United Nation's participation. And, while American security must never be ceded to any institution or to another institution's decision, I say to the President, show respect for the process of international diplomacy because it is not only right, it can make America stronger - and show the world some appropriate patience in building a genuine coalition. Mr. President, do not rush to war.

And I say to the United Nations, show respect for your own mandates. Do not find refuge in excuses and equivocation. Stand up for the rule of law, not just in words but in deeds. Not just in theory but in reality. Stand up for our common goal: either bringing about Iraq's peaceful disarmament or the decisive military victory of a multilateral coalition.

Third, as we continue our focus on the greater Middle East, the U.S. must look beyond stability alone as the linchpin of our relationships. We must place increased focus on the development of democratic values and human rights as the keys to long-term security. If we learned anything from our failure in Vietnam it is that regimes removed from the people cannot permanently endure. They must reform or they will finally crumble, despite the efforts of the United States. We must side with and strengthen the aspirations of those seeking positive change. America needs to be on the side of the people, not the regimes that keep them down.
In the 1950s, as the sun was setting on European colonialism, a young Senator named John Kennedy went to the Senate floor and urged the Eisenhower Administration not to back France against a rebellious Algeria. He recognized that the United States could only win the Cold War by staying true to our values, by championing the independence of those aspiring to be free.

What's at issue today is not U.S. support for colonial powers out of touch with history, but for autocratic regimes out of touch with their own people.

We as Americans must be agents of hope as well as enemies of terrorism. We must help bring modernity to the greater Middle East. We must make significant investments in the education and human infrastructure in developing countries. The globalization of the last decade taught us that simple measures like buying books and family planning can expose, rebut, isolate and defeat the apostles of hate so that children are no longer brainwashed into becoming suicide bombers and terrorists are deprived the ideological breeding grounds. I believe we must reform and increase our global aid to strengthen our focus on the missions of education and health --of freedom for women -- and economic development for all.

The U.S. should take a page from our Cold War playbook. No one expected communism to fall as suddenly as it did. But that didn't prevent us from expanding society-to-society aid to support human rights groups, independent media and labor unions and other groups dedicated to building a democratic culture from the ground up. Democracy won't come to the greater Middle East overnight, but the U.S. should start by supporting the region's democrats in their struggles against repressive regimes or by working with those which take genuine steps towards change.

We must embark on a major initiative of public diplomacy to bridge the divide between Islam and the rest of the world. We must make avoidance of the clash of civilizations the work of our generation: Engaging in a new effort to bring to the table a new face of the Arab world -- Muslim clerics, mullahs, imams and secular leaders -- demonstrating for the entire world a peaceful religion which can play an enormous role in isolating and rebutting those practitioners who would pervert Islam's true message.

Fourth, The Middle East isn't on the Bush Administration's trade agenda. We need to put it there.
The United States and its transatlantic partners should launch a high-profile Middle East trade initiative designed to stop the economic regression in the Middle East and spark investment, trade and growth in the region. It should aim at dismantling trade barriers that are among the highest in the world, encouraging participation in world trade policy and ending the deep economic isolation of many of the region's countries.

I propose the following policy goals:
We should build on the success of Clinton Administration's Jordan Free Trade Agreement. Since the United States reduced tariffs on goods made in "qualifying industrial zones," Jordan's exports to the US jumped from $16 to $400 million, creating about 40,000 jobs. Let's provide similar incentives to other countries that agree to join the WTO, stop boycotting Israel and supporting Palestinian violence against Israel, and open up their economies.

We should also create a general duty-free program for the region, just as we've done in the Caribbean Basin Initiative and the Andean Trade Preference Act. Again, we should set some conditions: full cooperation in the war on terror, anti-corruption measures, non-compliance with the Israel boycott, respect for core labor standards and progress toward human rights.

Let's be clear: Our goal is not to impose some western free market ideology on the greater Middle East. It's to open up a region that is now closed to opportunity, an outpost of economic exclusion and stagnation in a fast-globalizing world.

These countries suffer from too little globalization, not too much. Without greater investment, without greater trade within the region and with the outside world, without the transparency and legal protections that modern economies need to thrive, how will these countries ever be able to grow fast enough to provide jobs and better living standards for their people? But as we extend the benefits of globalization to people in the greater Middle East and the developing world in general, we also need to confront globalization's dark side.

We should use the leverage of capital flows and trade to lift, not lower, international labor and environmental standards. We should strengthen the IMF's ability to prevent financial panics from turning into full-scale economic meltdowns such as we've seen in Argentina. And in the Middle East especially, we need to be sensitive to fears that globalization will corrupt or completely submerge traditional cultures and mores. We can do these things.

Fifth, and finally, we must have a new vision and a renewed engagement to reinvigorate the Mideast peace process. This Administration made a grave error when it disregarded almost seventy years of American friendship and leadership in the Middle East and the efforts of every President of the last 30 years. A great nation like ours should not be dragged kicking and resisting - should not have to be pressured to the task of making peace. A great nation like ours should be leading the effort to make peace or we risk encouraging through our inaction the worst instincts of an already troubled region.

Israel is our ally, the only true democracy in this troubled region, and we know that Israel as a partner is fundamental to our security. From Truman through Clinton, America has always been committed to Israel's independence and survival - we will never waver.

Israel's security will be best assured over the long term if real and lasting peace can be brought to the Middle East. I know from my own trips to Israel that the majority of the Israeli people understand and expect that one day there will be a Palestinian state. Their frustration is that they do not see a committed partner in peace on the Palestinian side. Palestinians must stop the violence - this is the fundamental building block of the peace process. The Palestinian leadership must be reformed, not only for the future of the Palestinian people but also for the sake of peace. I believe Israel would respond to this new partner after all, Israel has already indicated its willingness to freeze settlements and to move toward the establishment of a Palestinian state as part of a comprehensive peace process.

Without demanding unilateral concessions, the United States must mediate a series of confidence building steps which start down the road to peace. Both parties must walk this path together - simultaneously. And the world can help them do it. While maintaining our long term commitment to Israel's existence and security, the United States must work to keep both sides focused on the end game of peace. Extremists must not be allowed to control this process. American engagement and successful mediation are not only essential to peace in this war-torn area but also critical to the success of our own efforts in the war against terrorism. When I visited the region last year, in meetings with King Abdullah of Jordan, President Mubarak of Egypt, and Crown Prince Abdullah of Saudi Arabia, it became clear that September 11th had changed the imperatives of these countries. The Bush Administration has missed an opportunity to enlist much greater support in the peace process and needs to focus on this urgent priority- now.

15. I was on webtv, now I have switched to a computer
just to be able to load the thread. On webtv it bogged down. IMO, it's inconsiderate to post a text that long. If you don't think someone is going to read something with a link and some selected portions, why do you think they will read it if you post the entire text? :shrug:

that my post bogged down your connection. That was not my intent. But I'm not sure I could do a good enough editing job on these foreign policy speeches. It's a complicated topic, that calls for complete answers, not soundbites. I often make lengthy posts when the subject matter calls for it - if you wish to avoid this in the future, I'd suggest putting me on ignore.


As I stated, the original post attempted to imply Kerry's position was other than it was, so I posted his actual position.

As our government conducts one war and prepares for another, I come here today to make clear that we can do a better job of making our country safer and stronger. We need a new approach to national security - a bold, progressive internationalism that stands in stark contrast to the too often belligerent and myopic unilateralism of the Bush Administration.

I offer this new course at a critical moment for the country that we love, and the world in which we live and lead.

Thanks to the work and sacrifice of generations who opposed aggression and defended freedom, for others as well as ourselves, America now stands as the world's foremost power. We should be proud: Not since the age of the Romans have one people achieved such preeminence.

But we are not Romans; we do not seek an empire. We are Americans, trustees of a vision and a heritage that commit us to the values of democracy and the universal cause of human rights. So while we can be proud, we must be purposeful and mindful of our principles: And we must be patient - aware that there is no such thing as the end of history. With great power, comes grave responsibility.

We are all of us too aware, since September 11th, of the gravity of the times and the greatness of the stakes. Having won the Cold War, a brief season of content has been succeeded by a new war against terrorism which is an assault on the very progress we have made.

Throughout our history, in peaceful exertion and in armed struggle, we were steadfast - we were right on the central issue of freedom, and we prevailed. And because we prevailed the world is a far better place than it was or would otherwise have been.

The world today has a strong democratic core shaped by American ingenuity, sacrifice, and spirit. But on the periphery are many unstable and dangerous places, where terrorists seek to impose a medieval dark age.
As we learned so brutally and so personally, we do face a new threat. But we also face a renewed choice - between isolation in a perilous world, which I believe is impossible in any event, and engagement to shape a safer world which is the urgent imperative of our time.

A choice between those who think you can build walls to keep the world out, and those who want to tear down the barriers that separate "us" from "them." Between those who want America to go it alone, and those who want America to lead the world toward freedom.

The debate over how the United States should conduct itself in the world is not new.

After all, what is today's unilateralism but the right's old isolationist impulse in modern guise? At its core is a familiar and beguiling illusion: that America can escape an entangling world...that we can wield our enormous power without incurring obligations to others...and that we can pursue our national interests in arrogant ways that make a mockery of our nation's ideals.

I am here today to reject the narrow vision of those who would build walls to keep the world out, or who would prefer to strike out on our own instead of forging coalitions and step by step creating a new world of law and mutual security.

I believe the Bush Administration's blustering unilateralism is wrong, and even dangerous, for our country. In practice, it has meant alienating our long-time friends and allies, alarming potential foes and spreading anti-Americanism around the world.

Too often they've forgotten that energetic global leadership is a strategic imperative for America, not a favor we do for other countries. Leading the world's most advanced democracies isn't mushy multilateralism -- it amplifies America's voice and extends our reach. Working through global institutions doesn't tie our hands -- it invests US aims with greater legitimacy and dampens the fear and resentment that our preponderant power sometimes inspires in others.

In a world growing more, not less interdependent, unilateralism is a formula for isolation and shrinking influence. As much as some in the White House may desire it, America can't opt out of a networked world.
We can do better than we are doing today. And those who seek to lead have a duty to offer a clear vision of how we make Americans safer and make America more trusted and respected in the world.

That vision is defined by looking to our best traditions -- to the tough-minded strategy of international engagement and leadership forged by Wilson and Roosevelt in two world wars and championed by Truman and Kennedy in the Cold War.

These leaders recognized that America's safety depends on energetic leadership to rally the forces of freedom And they understood that to make the world safe for democracy and individual liberty, we needed to build international institutions dedicated to establishing the rule of law over the law of the jungle.
That's why Roosevelt pushed hard for the United Nations and the World Bank and IMF. It's why Truman insisted not only on creating NATO, but also on a Marshall Plan to speed Europe's recovery. It's why Kennedy not only faced down the Soviets during the Cuban Missile Crisis, but also signed the Nuclear Test Ban Treaty and launched the Peace Corps to put American idealism to work in developing countries. He spoke out for an America strong because of its ideals as well as its weapons.

For us today, the past truly is prologue. The same principles and strength of purpose must guide our way. Our task now is to update that tradition, to forge a bold progressive internationalism for the global age.
As I said last summer in New York, for Democrats to win America's confidence we must first convince Americans we will keep them safe. You can't do that by avoiding the subjects of national security, foreign policy and military preparedness. Nor can we let our national security agenda be defined by those who reflexively oppose any U.S. military intervention anywhere...who see U.S. power as mostly a malignant force in world politics...who place a higher value on achieving multilateral consensus than necessarily protecting our vital interests.

Americans deserve better than a false choice between force without diplomacy and diplomacy without force. I believe they deserve a principled diplomacy...backed by undoubted military might...based on enlightened self-interest, not the zero-sum logic of power politics...a diplomacy that commits America to lead the world toward liberty and prosperity. A bold, progressive internationalism that focuses not just on the immediate and the imminent but insidious dangers that can mount over the next years and decades, dangers that span the spectrum from the denial of democracy, to destructive weapons, endemic poverty and epidemic disease. These are, in the truest sense, not just issues of international order and security, but vital issues of our own national security.

So how would this approach, this bold progressive internationalism, differ from the Bush Administration's erratic unilateralism and reluctant engagement? The answer starts by understanding the nature and source of the threat we face.

While we must remain determined to defeat terrorism, it isn't only terrorism we are fighting. It's the beliefs that motivate terrorists. A new ideology of hatred and intolerance has arisen to challenge America and liberal democracy. It seeks a war of Islam - as defined by extremists - against the rest of the world and we must be clear its epicenter is the Greater Middle East.

It's critical that we recognize the conditions that are breeding this virulent new form of anti-American terrorism. If you look at countries stretching from Morocco through the Middle East and beyond...broadly speaking the western Muslim world...what you see is a civilization under extraordinary stress.
The region's political and economic crisis is vividly captured in a recent report written by Arab scholars for the United Nations Development Program and the Arab Fund for Social and Economic Development. Let me quote:

"The wave of democracy that transformed governance in most of the world has barely reached the Arab states...The freedom deficit undermines human development and is one of the most painful manifestations of lagging political development."

According to Freedom House, there are no full-fledged democracies among the 16 Arab states of the Middle East and North Africa. The Middle East is not monolithic; there are governments making progress and struggling effectively with change in Jordan, Morocco and Qatar. But Iraq, Libya, Saudi Arabia, Sudan, and Syria are among the 10 least free nations in the world.

Political and economic participation among Arab women is the lowest in the world and more than half of Arab women are still illiterate.

And these countries are among the most economically isolated in the world, with very little trade apart from the oil royalties which flow to those at the very top. Since 1980, the share of world trade held by the 57 member countries of the Organization of the Islamic Conference has fallen from 15 percent to just four percent. The same countries attracted only $13.6 billion worth of foreign direct investment in 2001. That is just $600 million - only about 5 % - more than Sweden, which has only 9 million people compared to 1.3 billion people. In 1969, the GDP of South Korea and Egypt were almost identical. Today, South Korea boasts one of the 20 largest economies in the world while Egypt's remains economically frozen almost exactly where it was thirty years before.

A combination of harsh political repression, economic stagnation, lack of education and opportunity, and rapid population growth has proven simply explosive. The streets are full of young people who have no jobs... no prospects... no voice. State-controlled media encourage a culture of self-pity, victimhood and blame-shifting. This is the breeding ground for present and future hostility to the West and our values.

From this perspective, it's clear that we need more than a one-dimensional war on terror. Of course we need to hunt down and destroy those who are plotting mass murder against Americans and innocent people from Africa to Asia to Europe. We must drain the swamps of terrorists; but you don't have a prayer of doing so if you leave the poisoned sources to gather and flow again. That means we must help the vast majority people of the greater Middle East build a better future. We need to illuminate an alternative path to a futile Jihad against the world...a path that leads to deeper integration of the greater Middle East into the modern world order.

The Bush Administration has a plan for waging war but no plan for winning the peace. It has invested mightily in the tools of destruction but meagerly in the tools of peaceful construction. It offers the peoples in the greater Middle East retribution and war but little hope for liberty and prosperity.

What America needs today is a smarter, more comprehensive and far-sighted strategy for modernizing the greater Middle East. It should draw on all of our nation's strengths: military might, the world's largest economy, the immense moral prestige of freedom and democracy - and our powerful alliances.

Let me emphasize that last asset in this mission: our alliances. This isn't a task that we should or need to shoulder alone. If anything, our transatlantic partners have a greater interest than we do in an economic and political transformation in the greater Middle East. They are closer to the front lines. More heavily dependent on oil imports. Prime magnets for immigrants seeking jobs. Easier to reach with missiles and just as vulnerable to terrorism.

Meanwhile, NATO is searching for a new mission. What better way to revitalize the most successful and enduring alliance in history, then to reorient it around a common threat to the global system that we have built over more than a half-century of struggle and sacrifice? The Administration has tried to focus NATO on the Middle East, but it's high-handed treatment of our European allies, on everything from Iraq to the Kyoto climate change treaty, has strained relations nearly to the breaking point.

We can do better. With creative leadership, the U.S. can enlist our allies in a sustained multilateral campaign to build bridges between the community of democracies and the greater Middle East - not just for them, but for us.

Here, in my view, is what this strategy should look like.

First, destroying al Qaeda and other anti-American terror groups must remain our top priority. While the Administration has largely prosecuted this war with vigor, it also has made costly mistakes. The biggest, in my view, was their reluctance to translate their robust rhetoric into American military engagement in Afghanistan. They relied too much on local warlords to carry the fight against our enemies and this permitted many al Qaeda members, and according to evidence, including Osama bin Laden himself, to slip through our fingers. Now the Administration must redouble its efforts to track them down. And we need to pressure Pakistan to get control of its territories along the Afghanistan border, which have become a haven for terrorists.

Second, without question, we need to disarm Saddam Hussein. He is a brutal, murderous dictator, leading an oppressive regime. We all know the litany of his offenses.

He presents a particularly grievous threat because he is so consistently prone to miscalculation. He miscalculated an eight-year war with Iran. He miscalculated the invasion of Kuwait. He miscalculated America's response to that act of naked aggression. He miscalculated the result of setting oil rigs on fire. He miscalculated the impact of sending scuds into Israel and trying to assassinate an American President. He miscalculated his own military strength. He miscalculated the Arab world's response to his misconduct. And now he is miscalculating America's response to his continued deceit and his consistent grasp for weapons of mass destruction.

That is why the world, through the United Nations Security Council, has spoken with one voice, demanding that Iraq disclose its weapons programs and disarm.

So the threat of Saddam Hussein with weapons of mass destruction is real, but it is not new. It has been with us since the end of the Persian Gulf War. Regrettably the current Administration failed to take the opportunity to bring this issue to the United Nations two years ago or immediately after September 11th, when we had such unity of spirit with our allies. When it finally did speak, it was with hasty war talk instead of a coherent call for Iraqi disarmament. And that made it possible for other Arab regimes to shift their focus to the perils of war for themselves rather than keeping the focus on the perils posed by Saddam's deadly arsenal. Indeed, for a time, the Administration's unilateralism, in effect, elevated Saddam in the eyes of his neighbors to a level he never would have achieved on his own, undermining America's standing with most of the coalition partners which had joined us in repelling the invasion of Kuwait a decade ago.

In U.N. Security Council Resolution 1441, the United Nations has now affirmed that Saddam Hussein must disarm or face the most serious consequences. Let me make it clear that the burden is resoundingly on Saddam Hussein to live up to the ceasefire agreement he signed and make clear to the world how he disposed of weapons he previously admitted to possessing. But the burden is also clearly on the Bush Administration to do the hard work of building a broad coalition at the U.N. and the necessary work of educating America about the rationale for war.

As I have said frequently and repeat here today, the United States should never go to war because it wants to, the United States should go to war because we have to. And we don't have to until we have exhausted the remedies available, built legitimacy and earned the consent of the American people, absent, of course, an imminent threat requiring urgent action.

The Administration must pass this test. I believe they must take the time to do the hard work of diplomacy. They must do a better job of making their case to the American people and to the world.

I have no doubt of the outcome of war itself should it be necessary. We will win. But what matters is not just what we win but what we lose. We need to make certain that we have not unnecessarily twisted so many arms, created so many reluctant partners, abused the trust of Congress, or strained so many relations, that the longer term and more immediate vital war on terror is made more difficult. And we should be particularly concerned that we do not go alone or essentially alone if we can avoid it, because the complications and costs of post-war Iraq would be far better managed and shared with United Nation's participation. And, while American security must never be ceded to any institution or to another institution's decision, I say to the President, show respect for the process of international diplomacy because it is not only right, it can make America stronger - and show the world some appropriate patience in building a genuine coalition. Mr. President, do not rush to war.

And I say to the United Nations, show respect for your own mandates. Do not find refuge in excuses and equivocation. Stand up for the rule of law, not just in words but in deeds. Not just in theory but in reality. Stand up for our common goal: either bringing about Iraq's peaceful disarmament or the decisive military victory of a multilateral coalition.

Third, as we continue our focus on the greater Middle East, the U.S. must look beyond stability alone as the linchpin of our relationships. We must place increased focus on the development of democratic values and human rights as the keys to long-term security. If we learned anything from our failure in Vietnam it is that regimes removed from the people cannot permanently endure. They must reform or they will finally crumble, despite the efforts of the United States. We must side with and strengthen the aspirations of those seeking positive change. America needs to be on the side of the people, not the regimes that keep them down.
In the 1950s, as the sun was setting on European colonialism, a young Senator named John Kennedy went to the Senate floor and urged the Eisenhower Administration not to back France against a rebellious Algeria. He recognized that the United States could only win the Cold War by staying true to our values, by championing the independence of those aspiring to be free.

What's at issue today is not U.S. support for colonial powers out of touch with history, but for autocratic regimes out of touch with their own people.

We as Americans must be agents of hope as well as enemies of terrorism. We must help bring modernity to the greater Middle East. We must make significant investments in the education and human infrastructure in developing countries. The globalization of the last decade taught us that simple measures like buying books and family planning can expose, rebut, isolate and defeat the apostles of hate so that children are no longer brainwashed into becoming suicide bombers and terrorists are deprived the ideological breeding grounds. I believe we must reform and increase our global aid to strengthen our focus on the missions of education and health --of freedom for women -- and economic development for all.

The U.S. should take a page from our Cold War playbook. No one expected communism to fall as suddenly as it did. But that didn't prevent us from expanding society-to-society aid to support human rights groups, independent media and labor unions and other groups dedicated to building a democratic culture from the ground up. Democracy won't come to the greater Middle East overnight, but the U.S. should start by supporting the region's democrats in their struggles against repressive regimes or by working with those which take genuine steps towards change.

When I visited the region last year, in meetings with King Abdullah of Jordan, President Mubarak of Egypt, and Crown Prince Abdullah of Saudi Arabia, it became clear that September 11th had changed the imperatives of these countries. The Bush Administration has missed an opportunity to enlist much greater support in the peace process and needs to focus on this urgent priority- now.

The transformation of the Middle East which can come from these efforts will determine much of our future - but we must also look to the challenges on the rest of the planet. We must build a new and more effective role for the United States in the rest of this complex world.

The central challenge for the United States is to undertake and lead the most global, comprehensive effort in history to deal with proliferation generally and nuclear weapons lost or loose in a dangerous world specifically. It is no secret that there are those lurking in the shadows eager to capitalize on a deadly market for nuclear materials held in insecure facilities around the world.

Five years ago, authorities seized a nuclear fuel rod that had been stolen from the
Congo. The security guard entrusted with protecting it had simply lent out his keys to the storage facility. Two years later, even after near disaster, the facility was guarded only by a few underpaid guards, rusty gates, and a simple padlock.

The potential consequences are fearful and undeniable. In October 2001, we picked up warnings that terrorists had acquired a 10-kiloton nuclear bomb. If detonated in New York City, hundreds of thousands of Americans would have died, and most of Manhattan would have been destroyed. Sam Nunn had an important warning, "This intelligence report was judged to be false. But it was never judged to be implausible or impossible."

This Administration's approach to the menace of loose nuclear materials is strong on rhetoric, but short on execution. It relies primarily and unwisely on the threat of military preemption against terrorist organizations, which can be defeated if they are found, but will not be deterred by our military might.

It is time instead for the most determined, all-out effort ever initiated to secure the world's nuclear materials and weapons of mass des. We must offer our own blueprint for the mission of threat reduction. Comprehensively securing materials and keeping them from falling into the wrong hands demands a global perspective and international action. The only answer - the clear imperative - is a multilateral framework implementing a global consensus that weapons of mass destruction under the control of terrorists represent the most serious threat to international security today, and warrants an urgent and global response. We must marshal a great international effort to inventory and secure these materials wherever they may be and in whatever quantity. We must create mechanisms to help those that would be responsible stewards but lack the financial and technical means to succeed We must establish worldwide standards for the security and safekeeping of nuclear material and define a new standard of international legitimacy, linking the stewardship of nuclear materials under universally accepted protocols to acceptance in the community of nations.

Nowhere is the need more clear or urgent than in North Korea.

There the Bush Administration has offered only a merry go-round policy. They got up on their high horse, whooped and hollered, rode around in circles, and ended right back where they'd started. By suspending talks initiated by the Clinton Administration, then asking for talks but with new conditions, then refusing to talk under the threat of nuclear blackmail, and then reversing that refusal as North Korea's master of brinkmanship upped the ante, the Administration created confusion and put the despot Kim Jong Il in the driver's seat. By publicly taking military force, negotiations, and sanctions all off the table, the Administration tied its own hands behind its back. Now, finally, the Administration is rightly working with allies in the region - acting multilaterally -- to put pressure on Pyongyang. They've gotten off the merry go round - the question is why you'd ever want to be so committed to unilateralist dogma that you'd get on it in the first place.

So too has the Administration missed major opportunities to address the downside of globalization by creating its upside - relief for nations around the globe struggling against environmental degradation, global health crises, debt relief in exchange for better development policies and improved trade relationships. We need to show the face of enlightened-not robber barren capitalism-something I will expand on in the months ahead.

One of the clearest opportunities missed is the environment. America has not led but fled on the issue of global warming. President Bush's declaration that the Kyoto Protocol was simply Dead on Arrival spoke for itself - and it spoke in dozens of languages as his words whipped instantly around the globe. But what the Administration failed to see was that Kyoto was not just an agreement - it was a product of 160 nations working together over 10 years. It was a good faith effort - and the United States just dismissed it. We didn't aim to mend it. We didn't aim to sit down with our allies and find a compromise. We didn't aim for a new dialogue. The Administration was simply ready to aim and fire, and the target they hit was our international reputation. This country can and should aim higher than preserving its place as the world's largest unfettered polluter. And we should assert, not abandon our leadership in addressing global economic degradation and the warming of the atmosphere we share with the other 90% of humanity.

We should be the world's leader in sustainable developmental policies. We should be the world's leader in technology transfer and technical assistance to meet a host of environmental and health challenges. We should rejoin our allies at the negotiating table - and recognize that friends in the fight for environmental clean-up are also the friends we rely on to help clean out the stables of terrorism. And this is a matter of our national security, too.

Let me offer one last example: The threat of disintegration and chaos rises steadily in Africa as the continent is increasingly devastated by HIV/AIDS. More than 29 million people there are afflicted with that disease. Africa has 11% of the world's population but 70% of all the people in the world living with HIV/AIDS.

Responding is not only morally right, but deeply practical and fundamentally important to the cause of global stability and ultimately our own safety. How can countries -- or whole continents -- torn apart by an untreated epidemic successfully resist the call to violence, terror, and the trade of weapons of mass destruction?

There is much that we can do. We have learned that we can change behavior through prevention and education programs, and if we make treatment available for those already sick. We can stop the transmission from mother to child. And we can reduce the growing number of AIDS "orphans" if we start adding voluntary counseling, testing and treatment of parents and care givers to children.

Yet the Bush Administration, intent on appeasing its right wing, assails population control while it neglects AIDS control even as that disease threatens to destroy whole populations. We must put our national interests in the claims of compassion ahead of political calculation and conservative dogma. The United States must be a leader in assembling an international coalition with other governments and private sector partners -- a coalition with the will and resources to confront the pandemic of HIV/AIDS with the same determination that we bring to the war on terrorism. I challenge the Bush Administration to develop and implement a comprehensive strategy to help the countries in Africa win the war against AIDS in their own backyard -- backed up by substantial increases in resources, beginning with $2.5 billion for the upcoming fiscal year.

Taken together, I believe these proposals, that I have put forward today, present a far better vision for how we deal with the rest of the world - a better vision for how we build relationships - and how doing so will make America safer. But there are other things we must do as well. I also believe there is a better vision for military transformation; a better vision for intelligence gathering; and a far more effective way of achieving homeland security and domestic preparedness. I intend to lay out detailed proposals on each of these areas in the coming months.

This is a fateful time - a time for new American leadership in the world and new leadership in America that sets before us the great challenges and honestly addresses what we must do to meet them. The effort will not be easy. The task will not be simple and success will not be swift. But it's our challenge to look to the long term - beyond the next election to the next generation - bending the course of history, recognizing that other nations share it with us, and joining with them in resolve and hope, thereby making safer the life of America and making better the life of the world. With a progressive internationalism. shaped by our bedrock values, and quiet confidence in our strength and in our cause, we must once again demonstrate to an anxious world. America's resolve to bear the burdens and pay the price of leadership so that we may, as President Kennedy said on a cold January day long ago, "assure the survival and success of liberty."
