Group to Start Running Anti-Bush TV Ads

WASHINGTON - A Democratic-leaning group financed in part by billionaire George Soros plans to run $4.5 million worth of TV ads in 17 presidential battleground states, beginning Wednesday, that criticize President Bush (news - web sites)'s policies and priorities.


Bush's re-election campaign, which already has begun its own $10 million initial ad blitz, branded the group's activity illegal and said it would seek a Federal Election Commission (news - web sites) investigation.


The Media Fund is the second outside group to go on the air in as many weeks to counter Bush's multimillion-dollar ad campaign and ensure a Democratic presence on the airwaves. The liberal MoveOn.org Voter Fund also is running ads in swing states.


The Media Fund bought at least $1 million worth of airtime on Monday and expects to buy more this week for its initial two-week ad run. The group expects to raise tens of millions of dollars to run ads this election year. The first ads mention Bush by name, a point of contention among GOP lawyers who argue that violates federal law.

12. Bush's reelection campaign has no case at all
The Supreme Court has drawn a very clear line between contributions (indirect speech) and expenditures (direct speech). There is absolutely no campaign regulation against this form of direct speech, because any regulation prohibiting such expenditures violates the First Amendment.

If the FEC comes down on their side, a unanimous Supreme Court decision will be handed down, completely embarassing the Bush camp and making their political appointees look like rank cronies, especially among legal scholars.

13. Also note:
The new campaign finance law limits contributions from donors to candidates.. NOT donors to non-profit orgs. There is a blatant difference, and it would take incredible judicial stretching to reach the GOP's conclusion.

If the GOP wants to place limits on individual donations to these orgs, they need to pass a law explicitly doing so. Depending on a judge to "read" these limits in the law is not going to work, assuming we challenge any such FEC decisions.
