He's either an ultra-repuke or a person with no scruples who doesn't mind making money off of the deaths of thousands of people.

3. or he isn't involved... Isn't it a stationary photo? Bet it is a "stock
photo"... e.g., professional pic that the photographer controls (with I believe royalties for the photographer and model) in terms of selling the image. Don't know enough about the field to describe how it works, but I believe in stock photos the subject doesn't know to whom the picture is sold and how it is used.
