Does the 2025 target for getting the nomination assume that the FL and MI delegations are seated?

Does the 2025 target for getting the nomination assume that the FL and MI delegations are seated?
I'm not trying to start another thread about whether the FL or MI should/shouldn't or will/will not be seated in one form or another.

Rather, a more simple issue. My understanding is that 2025 is the number of delegates that a Democratic candidate needs to capture the nomination, based on the assumption that there are 4048 total delegates, including the delegates allocated originally to Michigan and Florida. If those delegations are not seated, or are seated in some diminished number, does the threshold for capturing the nomination change or does it stay at 2025 and thus become something more than 50 percent plus one vote of the actual delegates eligible to vote?

With FL and MI fully included. 2181 if only FL and MI pledged delegates are included, or in other words only their superdelegates excluded.

I think the number would be 2157 if half of Florida's delegates were counted.

5. The number technically was 2024.5 with out FL/MI
With Spitzers' resignation on Monday the number should change to 2024 (Govenor Patterson already is a superdelegate).
