1. It helps
It made it so he doesn't have a record like most of the other candidates. He didn't have to vote on NAFTA or the war or other issues that are being used against the other candidates. That is why governors get elected president and senators don't.

Neither Clark nor Bush were in Congress. Maybe it helped Dean versus Kerry or Lieberman or Gephardt, but it won't count for much from here on in.

9. true, his main competition isn't in Congress at the moment
but he himself would never have become a main competitor without trashing Congress-critters
