That was perfect, and he ties it in to his non-proliferation work.

And he's talking about the zero-option. ("America seeks a world with no nuclear weapons.") That was one of the few goals Reagan had that was worthwhile (he did hate nuclear weapons, he just was way too optimistic about what missile defense could do).
