8. In A Word: No

There are no recall processes over federal officers.

State constitutional and statute provisions on recall can only affect state-level elected officers and lower. No state can add or amend any provision for the election of federal officers.

There was a Supreme Court case in 1995 (or 1996) called Thornton v. US Term Limits. Then Arkansas Rep. Ray Thornton appealed to the Supreme Court regarding state referenda that placed term limits for state legislators and congressmen. The Supreme Court affirmed the right of states to regulate their own election processes (see 10th Amendment) but stated that states cannot add additional requirements for the election of US Representatives and Senators.

There was a half-baked recall effort around 2002 or thereabouts in Arizona against John McCain. Even IF the recall had made it to the ballot and 99% of people had voted for his ouster, it would have no effect as states have zero jurisdiction over the election, removal or discipline of members of congress, save for the appointment of US Senators in the event of a vacancy (see 17th Amendment).
