What skeleton should prevent anybody from serving the President in his/her Cabinet?

What skeleton should prevent anybody from serving the President in his/her Cabinet?
For me it would be continuing alcoholism or substance abuse. I do not care about marital status, sexual orientation, or previous bankruptcy. I do not care about previous history of mental or health conditions.
