I have asked that question for as long as I can remember.
I think people apologize for torture for the same reason they minimize the pain caused by bullying, rape and child abuse. Bystander shame.
among other things.
Also psychopaths authoritarian and narcissistic personality types ,(and this flaw varies in severity in these bad people) but in general sociopaths/psychopaths are not just movie serial killers they are the bullies the mean people, the career assholes. They don't have a sense of empathy inside. They have no sense of compassion or shame restraining them from doing very bad things to others, they don't care about the well being of others at all, they can act like they care to get away with doing cruel things. They lack the thing inside most people that makes humans humane. They cannot be"cured" it is what they are. It's like being locked in a room with someone abusive. What do you do,tolerate it? Fight back? become a victim? or kill the abusers trying to harm you? There are not many options left and time is growing short.
My question is when are we going to inoculate people against the manipulating charm and cruelty of bad people, stand up, and protect the victims of abuse and torture, listen to them and stop letting them(the bad people) get AWAY with it?
