re: Baghdad Shoe Incident


I was completely dismayed by the opportunity afforded the assailant in this matter. Please be assured that the presidential detail and Secret Service Operational Directorate takes this matter very seriously. This was not considered in either our contigency planning, threat assessments, or profiling efforts.

Upon review. we hereby advise the COS, POTUS that in order to insure that that the Person of the President be adequately protected during press briefings, effectively immediately all attendees at presidential press events, other than cleared staff will be required to completely disrobe if withing 25ft perimeter of Person.

In discussing these new procedures with Washington Press managing editors and senior corrspondant yesterday,12--14-08 9 PM there was some resistance. Ms. Thomas of Hearst Newspapers in particular seemed unmoved by the potential catastrophic risks should we see a repeat of Baghdad. Advise COS to contact Hearst leadership directly.

Yeah, who could have possibly known that in the Arab world throwing shoes is a insult? No amount of research or cultural understanding could have led one to predict such a thing.

Besides, all indications were that the Iraqi's would welcome President Bush as the great liberator.
