Question re: Bush's announcement today. Whatever problems exist can Obama change what Bush did?
Bush set it up but if Obama has problems with it can he make any changes once he is president?

1. sounds to me like Bush used the auto problem
to get his hands on the rest of the fund so he can drain it and leave Obama with no money.
