The Joint Congressional Committee on Inaugural Ceremonies (JCCIC) plans and executes all Inaugural activities at the United States Capitol, including the Inaugural swearing-in ceremony of the President and Vice President of the United States and the traditional Inaugural luncheon that follows.

Upon passage of a concurrent resolution, the JCCIC is established and the members appointed. The Vice President appoints Senators and the Speaker of the House of Representatives appoints House members. The JCCIC is usually comprised of the Senate Majority Leader (at the time of appointment), the Chairman and Ranking Member of the Senate Committee on Rules and Administration, the Speaker of the House of Representatives and the Majority and Minority Leaders of the House of Representatives.

4. this is misleading, it was Obama who wanted him there

that's why he was asked. they might formally be the ones to do things but the Pres Elect has most say about these matters, especially when it comes to people like Warren getting a speaking role.

At least initially, aides for Obama's inaugural committee said the decision had come from Congress, not Obama. In fact, that wasn't the case at all. "That was solely the choice of the president-elect," said Gil Duran, a spokesman for Sen. Dianne Feinstein, the California Democrat who chairs the congressional committee. Obama's staff sent explicit orders for whom to include in the inaugural ceremony up to Capitol Hill, since Congress is, technically, in charge of that part of the day. "Sen. Obama had a say so, he could have vetoed Warren. He didn't! He hasn't said a word of regret, anymore than he regreted his silence on Farrakhan (until Hillary pried from him).
