Why is there a delay with the appointment to Senator Clinton 's seat?

Heck, all the other Governors of vacant Senate Seats have made timely appointments. Does New York have a unique waiting period or process which is different?

The Colorado announcement is the one that surprised me. I don't think the confirmation will happen before the inauguration because she has to be confirmed by the SFRC and Kerry is going with Biden, Reed, Collins and Graham on a week long trip starting on the Jan 9 with Biden - that seemed to come up as a surprise. (Kerry was just in all those countries in December - less than a month ago.) I assume he could have Dodd chair the hearings though.

Biden, for example, hasn't resigned his Senate seat and is still Senator.

Ken Salazar is still Senator.

This indicates to me that this is normal red tape and transition chaos, not political nefariousness.

Biden is probably holding off resigning until after his Senate fact-finding trip to Asia. Also he was sworn in today so he can vote, if need be, prior to inauguration.

I don't think it's a big deal that Hillary hasn't resigned IF she can still vote. If she can't vote, then she should resign now so we have that vote, if needed. There is no way in hell she is not going to be confirmed -- unless she has a dead body in the trunk of her car. And, for the record, I don't think that's likely. :-)

IIRC, he's going to stay in the Senate until he's confirmed as Interior Secretary. Once he's confirmed, he'll resign, then Bennet will take over his seat.

She's not giving it up until she is confirmed.

Once she's confirmed, and she resigns to take the new position, it is appropriate to name a replacement, not before.

Obama has already been "confirmed"--by the voters of the USA. So has Biden.

You don't appoint someone to a seat that is occupied.
