"I think it will pass," said Senator Bob Dole of Kansas, the Republican leader who spearheaded the Republican effort that killed the Watergate-era law last December.
Last year, Republicans angered by the long-running Iran-Contra investigation blocked action to re-enact the law. But tonight Mr. Dole told the Senate that while he still doubted the need for the law, "if there was ever a need, it is when one party controls everything." Democrats now control the White House and both houses of Congress.
