I think he'll try the pre-indictment pardon route as well for many involved in torture/wire tapping/DOJ. A pre-pardon for Gonzo would probably a good bet too now that I think about it. Maybe also Yoo?

13. Apparently Scooter has not applied for a pardon and thinks Bush will just give him one.
I really don't see any benefit for Bush to pardon Libby. He'll always have employment with R companies and foundations. What is the point?

I think the two border patrol agents might get pardons.

1) it would be an admission of guilt, and
2) he doesn't believe he had done anything wrong.
3) he is psychologically incapable of owning wrongdoing attributable to himself and, by extension, to his agents.
