2. In 8 years Bill Clinton appointed 66 appeals court judges, current vacant seats for Obama = 15

So in four years Obama will likely appoint another 15-20 appeals court judges resulting in at least another 10% swing. If he is there for 8 years it will be dramatic.

3. Jimmy Carter nominated 56 appeals court judges in 4 years...
0 justices though.

4. As far as the appointment of justices it appears that a President gets to nominate about 1 every 2
years on average.
