Qui Tacit Consentire - Silence Implies Consent.
Qui Tacit consentire videtur - Latin proverb, meaning that a person who keeps silent is presumed to give consent.

Some are assuming WRONGLY that complaints need to be balanced or overbalanced by praise.

That really isn't how it works folks.

We don't spend our time praising people for doing their jobs or merely doing the right thing.

Why?

It simply is an inefficient waste of time.

The evening news doesn't start off with: 8699 flights took off and landed without incident today.

It starts off with a plane crash landed in the Hudson River today.

In the real world problems get flagged for public attention - not successes. Indeed, it is rare that people get praised for doing a merely good or even an excellent job.

Captain "Sulley" Sullenberger - got quite a lot of praise from me yesterday for doing an extraordinary superhuman heroic thing that saved the lives of 155 people.

It is only natural that complaints for a public figure will be weighted more heavily than praise.

Qui Tacit Consentire folks.
