Can anyone explain the Exec. Order regarding Ali al-Marri?

Can anyone explain the Exec. Order regarding Ali al-Marri?
The news articles I've looked at give only a cursory explanation that really doesn't explain it at all.



On a separate note, it's refreshing seeing these changes, including the fact that our new president reads and explains the executive orders before signing them. Transparency? What a novel idea.

1. The Executive Order will likely
be up tomorrow morning. Yesterday's went up this morning. Then, we can read it in detail. I haven't found the details on it yet, either.

I keep thinking, "WTF is he doing? Why is he telling us this?" Then it occurs to me ... THIS is the way it's SUPPOSED to be done! After all, it is OUR government and President Obama works for us!

Like will.i.am says ... "IT'S A NEW DAY!"

3. Was he the one that they admitted waterboarding?
If so that puts the US in a delicate position. We can't use any of that information, and the waterboarding itself might overturn any case. But they know he is too dangerous to let free, so they have to specifically review his case to find a new solution.

4. But what does the order actually do?
One article said it "stayed" his appeal...but usually a sentence/verdict is stayed...so I'm lost as to what this executive order *specifically* does.

5. When he explained it before signing it ...
he said it was a specific case and set up a review board/council for his case.
