13. It's an orchestrated show and tell
It's how politics works sometimes.

Say you have a deal in place for 800 billion.

So you propose 900 billion.

The republicans you have a deal with then go public saying they won't support it unless you address this and that.

You then, according to script address this and that.

Deal is announced.

Those republicans (Specter and the women from Maine) then get to brag about how moderate they are when it comes to election time and how they got Obama to address their concerns. Obama and the Dems get 97% of what they wanted passed anyway.
