1. I Think You Mean FEMA....
I guess your question is will they have the money to help those hit by some future disaster? I think FEMA might be a budget item - but I'm not sure. Will be interested to see others responses.

5. If you mean FEMA, I think they will, but...
what worries me are the countless agencies that depend more on donations and the like.

Organizations like the Red Cross, that take at least part of their funding from private donations are suffering when nobody has much money to spare. And they typically play a huge role in any disaster response.
