He probably thought about it afterwards and realized it didn't come out right.

I think he was trying to say that the jobs created will only be temporary jobs and after the projects are built(in a couple of years)the people would go back to being unemployed. I heard this talking point from a conservative person on tv.

It's not like there's not enough out there that needs to be fixed, rebuilt, or renovated out there. At any rate, with a job, people will have income, will spend that money (thereby boosting the economy), will pay down their debts, they won't have their homes foreclosed, and, most importantly, they will gain marketable skills that they can take with them into the PRIVATE sector- if any jobs ever become available to them THERE, of course.
